CTBL Collection Development Policy

Legal Responsibility: Under MCA 22-1-103 (6) of the State of Colorado, the Colorado Talking Book Library is responsible for providing library service for blind, visually impaired, physically handicapped and learning disabled residents of Colorado.

Purpose: This policy defines the selection process for adding materials to the collection which are not produced or provided by the National Library Service for the Blind and Physically Handicapped (NLS). Such materials may be obtained through commercial sources or produced on tape. CTBL follows the selection guidelines as stated in the NLS “Selection Policy for Reading Materials” as well as the “Library Bill of Rights” and “Freedom to Read” statements adopted by the American Library Association.

Objectives of the Library: The primary objective of CTBL is to provide recreational and informational materials to the citizens of Colorado who are unable to read regular print due to physical or visual or learning impairments. CTBL provides its patrons with a well balanced and broad range of recreational and informational materials which complement materials from other libraries in the NLS network or from other sources.

Responsibility for Selection: The responsibility for selection of materials rests with the Director of CTBL. Requests from patrons for materials to be added to the collection are encouraged.

Priorities for Selection: In addition to the NLS “Selection Policy for Reading Materials”, CTBL will consider the following factors:

  • Timeliness of potential materials
  • Budget for collection development
  • Patron requests for specific material
  • Subject coverage in the collection
  • Suitability of material for recording, if appropriate
  • Materials about Colorado and the West on all reading levels, both fiction and nonfiction, will be given high priority.
  • Materials written by Colorado authors whose subject content is especially relevant to the readership of the library will be given high priority.

Future Revision: This policy will be reviewed periodically, and revised as necessary to ensure the continued growth of the collection. (revised December 2010)
