Apply to be a 2014 State Review Panelist

The state review panel plays a critical role in the implementation of the accountability system in Colorado. The review process will occur in Feb./March. Each panelist will review two to three schools or districts as part of a team. For more information and to receive an application, contact Lisa Steffen.

Submit Unified Improvement Plans Today

All Priority Improvement and Turnaround plans (for district and school levels) must be submitted by close of business Wednesday, Jan. 15 for CDE review. CDE will follow up directly with UIP Tracker contacts for districts who have not submitted required plans by the deadline.

Next week, CDE begins the review process of approximately 200 plans required to be submitted. As feedback becomes available in February, it will be uploaded in Tracker and contacts will be notified. Feedback will include recommendations to help strengthen the plan, as well as specifications for any required changes (if applicable). In the meantime, school and district personnel should continue implementing strategies articulated in the plans. This is a continuous improvement cycle; staff should not wait for “approval” from the state.

Any districts that submitted UIPs for the optional winter posting to SchoolView.org will see those plans replaced on SchoolView in February.

Submit Reasearch and Data on Over-Age and Under-Credited Students in Alternative Education Campuses

The Accountability and Data Analysis Unit is collecting research regarding the interpretation of over-age and under-credited for review in order to operationalize the definition for Alternative Education Campus eligibility for 2014-15 applications. In state statute, this is defined as “[A student who] is over traditional school age for his or her grade level and lacks adequate credit hours for his or her grade level.” ((C.R.S. 22-7-604.5 (1.5) (n)). If you have research of interest or data on this topic, email it to Jessica Knevals by 5 p.m. on Tuesday, Jan. 21.

To provide timely assistance on the new evaluation process, the Educator Effectiveness team is offering a series of webinars on topics linked to the current phase of the evaluation process.

Submit Your Request for Proposal for Expelled and At-Risk Student Services

The Expelled and At-Risk Student Services Grant program assists in providing educational and supportive services to expelled students, students at-risk for expulsion and habitual truants through a comprehensive range of strategies that are proven effective to help these student populations.

This request for proposal is being released for a new four-year grant cycle. Awards are contingent upon funding appropriated to the EARSS program in the FY15 state budget. It is anticipated that grant awards will be based on $1,000 to $2,500 per eligible student served, depending on the intensity and length of services. Submit letters of intent by Friday, Feb. 14. Applications are due Tuesday, April 1. Application materials and a recorded training webinar are available at the link below.

Submit a Poster Idea for the 2014 National Missing Children’s Day Poster Contest

The United States Department of Justice annually sponsors a national poster contest to help raise awareness about child safety. The purpose of the contest is to exhibit America’s effort to bring missing children home safely, while highlighting the importance of preemptive education programs. The poster contest and the educational activities that accompany are designed to assist with this mission by keeping the issue in the public eye. More importantly, the contest provides teachers with tools to educate students and parents about safety and initiate conversations about prevention.

• Posters must be submitted to the state poster contest manager for local judging; posters mailed directly to the national office will not be accepted.
• One winning entry from each state should be sent to the Department of Justice for the national judging and selection process.
• The national winner along with their teacher and parents will travel to Washington, D.C., to receive an award and participate in the Missing Children’s Day ceremony.
• The theme for the poster contest is “Bring Our Missing Children Home.”
• Only fifth grade students are eligible to participate in the contest.

All posters and applications must be received by 5 p.m. on Jan. 31. Postmarks will not count.

Submit Your Adult Basic Education Grant Application

CDE's Office of Adult Education and Family Literacy released the FY2014-15 request for proposal under the Adult Education and Family Literacy Act. The purpose of AEFLA is to: assist adults to become literate and obtain the knowledge and skills necessary for employment; assist adults who are parents to obtain the educational skills necessary to become full partners in the education of their children and assist adults in the completion of a secondary school education or its equivalent.

CDE is soliciting proposals from eligible providers to develop, implement and improve adult basic education services in Colorado by establishing or operating programs that provide instruction in one or more of the following categories: adult basic education and literacy, including workplace literacy services; family literacy services; and/or English literacy programs.

Approximately $4.7 million will be available for distribution. An informational webinar will be held on Wednesday, Feb. 5. Proposals are due on Tuesday, March 4.

Checkout Marijuana-related Online Education Materials

The Dropout Prevention and Student Engagement office added additional items to its resources webpage regarding the negative health consequences of marijuana on the developing adolescent brain. Schools may find items useful to help youth understand the rationale for why marijuana is still illegal in Colorado for people under 21 years of age. Information can be integrated with science and health curricula, as well as increase knowledge of parents.

Learn About the READ Act Interim Assessment Appeal Process

In the fall, CDE conducted a review process of interim reading assessments for state board adoption in relation to the READ Act. At the December state board of education meeting, seven assessments were recommended for board approval. Information about the recommended interim reading assessments is available at http://bit.ly/1kCGqXh.

Following an appeal process and further review, final recommendations for interim reading assessments will be made at the February state board meeting. Three publishers have submitted appeals: Pearson Education for Developmental Reading Assessment, 2nd edition, Let’s Go Learn Publishing for Diagnostic Online Reading Assessment and Northwest Evaluation Association for Measures of Academic Progress.

A review of appeals will be conducted by CDE’s Office of Literacy as well as reviewers from the field with assessment expertise who either assisted in creating the review rubric or who served as assessment reviewers for the department in the fall. Assessment appeals that meet the review criteria will be recommended for consideration and approval by the state board at the Feb. 12-13 board meeting. CDE released new communications resources to support districts in successful implementation of new Colorado Measures of Academic Success assessments. Resources include messaging, new drop-in article, sample presentation, national PTA parents' guide, assessment pocket guide, FAQ and fact sheets. Many of the resources can be modified and personalized to meet individual district/school needs.
