CDE to Host Webinars with Information for Districts about Race to the Top 3

In late December, the U.S. Department of Education announced that Colorado will receive $17.9 million in RTTT3 funds. Fifty percent of that award, $8.9 million, will be available for districts based on their Title 1A share distributions. The remaining $8.9 million will be designated for state-wide use by the Colorado Department of Education to implement the statewide education reforms.

During the week of Jan. 23, districts will receive a detailed communication about participation in the grant, along with the MOU and templates for district scopes of work and budgets. To provide further information, CDE will host two webinars. Please invite appropriate staff to participate in the webinars, including grants writers and individuals familiar with grant reporting under the Colorado Federal Integrated Review System (C-FIRS) Tracker.

Summary of Important Upcoming Dates:

Week of January 23: Participation letters sent to districts with Memorandum of Understanding and scope of work

February 24: Signed district Memoranda of Understanding due to the state to confirm participation in the grant (the state will then calculate award amounts for all participating districts)

February 29: Award amounts released to participating districts so that districts can complete their scopes of work and budgets

March 14: District scopes of work and budgets due

IDEA Budget Revision Window

The IDEA budget revision window initially projected for Jan. 23 through Feb. 3 will be delayed. The reason for the delay is that CDE would like to open up the budget revision window in the NEW IDEA Budget/EOY system.

The system is almost ready to go, and there will be training sessions offered prior to opening the budgets. The new projection for the budget revision window is early February.

Information regarding the training sessions and the budget revision window will be communicated through The Scoop and via email to IDEA contacts.

Math on the Planes Workshop – Feb. 24 and 25

The Colorado Council for Learning Disabilities, Colorado Council of Teachers of Mathematics and the Colorado Department of Education invite educators interested in learning more about implementing the Colorado Academic Standards for Mathematics with struggling students to participate in a two-day workshop with leading national experts Jere Confrey and Alan Maloney.

Participants will have opportunities to investigate learning trajectories for rational number and an interactive diagnostic-assessment system which provides just-in-time student data. They will also explore data-driven instructional practices to support customized solutions and interventions for students. Examples from real classrooms will be shared and there will be opportunities for questions and discussions. The early registration deadline is Friday, Jan. 20.

Colorado Basic Literacy Act Revision to Rules for Administration: Call for Feedback

In December 2010, the Colorado Department of Education recommended that the rules for administering the Colorado Basic Literacy Act (CBLA) be revised to ensure alignment with the expectations outlined in the Colorado Academic Standards.

In 2007, the State Board of Education approved three assessment instruments from which districts may choose for annual reporting of the Colorado Basic Literacy Act for grades K-3. At that time, the State Board agreed to revisit the assessment choices after three years of data had been collected and after an evaluation of the validity and reliability of the approved assessments as early indicators of reading achievement.

On March 7, 2012, the Colorado State Board of Education will conduct a rulemaking hearing to establish the new rules regarding the administration of CBLA including approved literacy assessments. Public comment is invited.

In April, the State Board will simultaneously consider adopting updated CBLA rules and approve new assessment tools if necessary. The rules identify the standards and criteria for the assessment of literacy in grades K-3.

At this time, CDE is seeking feedback on the revised draft CBLA rules that were presented to the State Board on Jan. 11. Early College Design Initiative

The Colorado Department of Education, Colorado Department of Higher Education and Jobs for the Future are collaborating to examine early college design in Colorado.

Early college high schools are designed so that students can earn both a high school diploma and an associate’s degree or up to two years of credit toward a bachelor’s degree. The goals of this initiative include a review of current early college policy in Colorado, identification of potential gaps in early college policy and making recommendations.

In this initiative, CDE, DHE, and JFF will collaborate on the development of a stakeholder work group. This group will be instrumental in determining, with CDE/DHE, what policy goals Colorado should have for early college design. This committee will consist of a diverse group of K-12 administrators, school leaders, higher education faculty and practitioners representing community colleges and four-year institutions. This group will begin meeting at the end of January.

School Counselor Corps Grant RFP Now Available

The School Counselor Corps Grant Request for Proposal (RFP) is now available for education providers that are not currently participating in the grant program. The School Counselor Corps seeks to increase the availability of effective school-based counseling within secondary schools to increase the graduation rate within the state and increase the percentage of students who appropriately prepare for, apply to, and continue into postsecondary education.

This RFP is being released prior to the approval of an additional 3-year grant cycle and is contingent upon any funding appropriated to the School Counselor Corps program in May 2012. In order for this program to continue, funds must be appropriated for the program during the 2012 Colorado Legislative Session. This RFP is being released early to provide adequate time for planning quality proposals.
