Prepare for the TELL Colorado Survey

The third iteration of the biennial Teaching, Empowerment, Leading and Learning (TELL) survey opens Feb. 6 through Mar. 6. Educator and instruction letters, including confidential access codes, will be mailed to schools the week of Jan. 28.

It's not too soon to start planning how to get a good response rate. In past administrations of the survey, schools made time available for staff to participate (e.g., during a staff meeting) or offered incentives (e.g., pizza party for schools meeting the 50 percent participation threshold).

You must have at least 50 percent participation to view your own school/district data. It is important to remind staff of the anonymity of the survey, and local plans for when the data will be used and for what purposes (e.g., improvement planning, budgeting, professional development planning).

Submit Your Unified Improvement Plans By Tuesday, Jan. 15

Schools and districts with a priority improvement or turnaround plan type, and districts required to complete a student graduation and completion plan or are identified for improvement under Title III must submit their UIPs by Jan. 15. Some grant programs also require submission (e.g., TIG, TDIP) by Jan. 15. Plans are to be submitted through the online Tracker system, which is currently open.

A webinar will be held Thursday, Jan. 10 at 2 p.m. to walk through the process of submitting UIPs through the Tracker system. CDE is also accepting UIPs during the winter cycle for the purpose of posting revised plans on SchoolView. Submitting UIPs for posting on SchoolView during the winter cycle is optional, and districts/schools that opt to submit plans for posting must do so through the online Tracker system by Jan. 15. Plans submitted during the winter cycle will replace the currently posted plans in February. All school and district plans must be submitted for public posting on SchoolView by April 15.

Review the Statewide Facility Assessment Report

Facility assessment reports are open for review. To give others in your district access to review the reports, forward this edition of The Scoop to them. To get additional reviewers added to your review teams please contact Dustin Guerin.

The deadline to review the reports for your district and provide comments, corrections or clarifications to CDE is March 1. CDE staff will address your comments and post a revised report, which will become static until next year. Once the static reports are posted, comments can be entered again but the reports will not be updated until the next cycle for annual data updates.

It is important the information in the reports accurately reflects actual building conditions. Your comments and review will help assist CDE with capital construction grant awards in the future.

Watch for Release of Draft Student Learning Outcomes Guidance

In response to requests from districts, CDE will release draft student learning outcomes guidance in the Scoop next week. This draft guidance is intended to support districts in the 50 percent of educator evaluations linked to student growth. While primarily intended for pilot districts at this point, the draft guidance is being released broadly to allow all districts to preview and provide feedback. CDE will be refining and improving the guidance based on pilot experience and overall feedback; a revised version will be released in the spring of 2013.

View the Update on HB11-1277 Activities: Special Education Eligibility Category Trainings

House Bill 11-77 amended the Exceptional Children’s Education Act to align Colorado’s eligibility categories with corresponding federal terms and requirements and/or terminology used in the field specific to children with disabilities.

Two documents have been posted on the Directors’ Corner of the Exceptional Student Services Unit webpage that detail the updated activities of HB11-1277. Information is detailed specific to the posting of the updated eligibility category checklists, the first series of trainings on the eligibility categories and the corresponding registration links, and next-steps for statewide training activities.

Attend the Focus Schools Webinar Jan. 15: Culturally and Linguistically Diverse Students

CDE invites you to participate in a webinar that addresses the needs of culturally and linguistically diverse students on Tuesday, Jan. 15 from noon to 1 p.m.

This webinar will provide an overview of the CLD resource toolkit, which contains versatile tools and resources for trainers and detailed information about how to responsibly serve CLD students. The toolkit is composed of six modules: foundations, language and culture, assessing and monitoring student progress, effective instructional practices, parent and family, and behavior and CLD students. While this webinar is specifically targeted to the state’s Title I focus schools, other schools and districts are encouraged to attend.

Sign up for Monthly Technical Assistance Opportunities Focusing on English Language Learners

The Office of Language, Culture, and Equity in conjunction with Title III team is pleased to offer technical assistance opportunities. Webinars will take place on the last Wednesday of the month from 3 - 4:30 p.m. Webinars will be held Jan. 30, Feb. 27, March 27, April 24, and May 29.

The topic for January is English language learners and academic language. The webinar will address questions like, “What is academic language?” and “Is academic language essential for preparing students in Colorado to become educated and productive citizens capable of succeeding in a globally competitive workforce?” A questions and answer session will be a part of all scheduled office hours.

You Still Have Time to Complete the Healthy School Champions Score Card

Spread the word! The 2012-13 Healthy School Champions Score Card application deadline has been extended to Jan. 18. The Score Card is a voluntary self-assessment tool used by schools to assess their best practices in each of the eight Coordinated School Health component areas.

Last year, 32 Colorado schools received awards for their school health efforts. For 2012-13, $42,500 will be distributed to selected schools. There will also be a few "seed money" awards given to schools that are in the early planning stages of becoming a healthy school. Previous awardees are welcome to apply again in 2012-13!

The Healthy School Champions will be recognized during the breakfast held on Apr. 17 as part of the Colorado Legacy Foundation's Healthy Schools & Integration Summit to be held at the Sheraton Denver Downtown Hotel. The Summit is open to all schools, whether or not they utilize the Score Card, and will offer an exciting day of educational sessions and networking opportunities.

Registration is now open for the annual CDE Office of School Nutrition’s Food Service Directors Conference at the Cheyenne Mountain Resort in Colorado Springs, Feb. 20-22! District directors, menu planners, and small district cooks/managers are encouraged to attend. Participate in the Expanded Learning Opportunities Learning Series

The Colorado Legacy Foundation, in partnership with the Donnell-Kay Foundation, CDE, eNetColorado, and UC Denver have partnered again to host a 2013 Learning Series, this time to explore, highlight, and document innovative policies and practices in line with Colorado's vision for expanded learning opportunities.

This year, the event is split into three regional workshops to engage education leaders across Colorado. We invite you to participate in person or via interactive webinar in the first regional workshop on Tuesday, Jan. 15, 9:00 a.m. to 3:30 p.m. at the Adams 12 Conference Center in Thornton, CO.

The first event is open to all interested practitioners. The next two 2013 Learning Series workshops will take place in eastern and western regions in February and April. Keep watching your email for more information.

Apply Now to Open a Charter School; CSI Releases Spring Application

The Colorado Charter School Institute has released its spring 2013 call for applications for groups seeking to open a charter school for the 2014-2015 school year.

All models are encouraged to apply. As Executive Director Hemming states, “CSI believes that promoting a variety of successful and innovative educational designs is paramount when expanding and enhancing school choice within the state of Colorado.” Initial letters of intent are encouraged to be submitted by Jan. 30. The full application is due March 20.

Complete the Child Welfare Education Liaison Survey

The Office of Dropout Prevention and Engagement is working to close the achievement gap by increasing educational stability for the most vulnerable student populations. To this end, CDE officially launched the Foster Care Education program in September.

The next step is to assess the status and needs of schools to better serve students in foster care. The electronic survey is now available and will be sent to Child Welfare Education Liaisons the week of Jan. 7 to get a snapshot of the work that is happening in schools/districts. The results will be used to identify best practices and develop materials and trainings for the field. Review the Assessment Frameworks

Assessment frameworks for the new summative and alternate science and social studies assessments were posted for field review on Dec. 21. The frameworks prescribe the percent representation of each of the reporting categories/standard areas that will appear on the summative and alternate assessments as reflected in the assigned number of score points. They also specify the evidence outcomes/extended evidence outcomes that are eligible for inclusion on the state assessments.

Feedback received will inform refinements of the assessment frameworks. Please use the questionnaires that can be found in the links to provide feedback by Friday, Jan. 18. Learn About School Readiness

Beginning in the fall of 2013, local education providers are required by Colorado’s Achievement Plan for Kids to ensure all children in publicly-funded preschool or kindergarten receive an individual school readiness plan, informed by a school readiness assessment.

In December 2012, the State Board of Education approved Teaching Strategies GOLD for use in kindergarten classrooms. As additional assessment systems are identified and approved they will be added to a menu of choices.

The Race to the Top Early Learning Challenge Fund Grant awarded to Colorado in 2012 will make funding available to help phase in a school readiness assessment system over the 2013-14 and 2014-15 school years. Provide Feedback on the READ Act Rules

During the fall of 2012, CDE conducted a series of 10 regional information meetings regarding district requirements for school readiness (pursuant to S.B. 08-212, CAP4K) and the Colorado READ Act (H.B. 12-1238). These meetings provided the department with input for the development of the rules for the READ Act and for recommendations for school readiness assessment.

On Wednesday, Nov. 14, 2012, a draft of the rules for the READ Act was presented to the State Board of Education. Hearings on the READ Act rules are scheduled for both the January and February meetings in advance of rule adoption in March 2013.

The public may provide feedback to the state board in person during the January 10 and February 13 or 14 rulemaking hearings. The public may also provide feedback in writing at state.board@cde.state.co.us and by copying Carey Markel on the message at markel_c@cde.state.co.us. Information about the READ Act, a link to the draft rules, and a copy of cut-off scores for a significant reading deficiency can be found on the READ Act webpage. Also, a READ Act pamphlet is available which provides information about key components of the legislation in an easily readable format for all educators.

Attend Family, School, and Community Partnering: “On the Team and At the Table” Stakeholder Trainings

Learn how schools, families and communities can partner in a multi-tiered system of supports (RtI/PBIS) to support positive academic, social, emotional, and behavioral outcomes for all students. Develop knowledge of family partnering legal mandates and the research base for coordinating learning between home and school. Identify challenges and solutions to successful partnering. Obtain adaptable, “takeaway” tools to support various activities and plan for ongoing everyday family, school, and community partnering practices.

Information on the dates, times, locations and registration is available at the link provided. Lunch is provided, with coffee/tea in the morning. This is the same training offered this past fall and regionally in 2011-12.
