View the TELL Report on Preliminary Statewide Trends

In February and March, more than 33,000 educators (55 percent) across the state participated in the Colorado Teaching, Empowering, Leading and Learning (TELL) Survey.

Schools and districts that had a high enough response rate (at least 50 percent of staff) can now access results for improvement planning purposes, especially to deepen their root cause analysis.

The state is also using survey results to inform policy and practice. A state-level summary report is now available on the TELL website. Key findings are (1) educators continue to report supportive environments, (2) educators report a challenge with time but are more positive than in 2011 and (3) more effective induction supports are not systematically available to new teachers.

A final report that includes an examination of the relationship between teaching and learning conditions to teacher attrition and to student performance will be available in the next year.

Participate in Optional Fall UIP Submissions

The first submission cycle to submit UIPs for public posting on SchoolView is open in Tracker. The fall submission is optional and open to all districts to submit district/school plans for posting on SchoolView. Plans may be submitted again during the winter and spring cycles as long as every district and school plan has been submitted for posting by April 15, 2014. CDE is tracking plan submissions.

Districts accredited with a priority improvement or turnaround plan, as well as schools receiving a tiered intervention grant may submit plans through Tracker for an optional plan review this fall. This review is offered as a support for the improvement planning process and does not take the place of the required winter or spring reviews (see the timeline within Section I of the pre-populated UIP report for required submission dates).

All UIPs submitted this fall should be uploaded through Tracker by Oct. 15. Resources including timelines and instructional guides for submitting UIPs to CDE through the online Tracker system this fall are now available on the UIP submissions website.

Submit Public Comment for Elementary and Secondary Education Act Waiver Amendment – Science and Social Studies Results in 2014 Accountability

CDE seeks to amend the state's elementary and secondary education act waiver related to the school and district performance frameworks. The proposed amendment allows CDE to include participation rates from Colorado Measures of Academic Success: science and social studies, not the achievement results, in the 2014 school and district performance frameworks. Currently, the ESEA waiver includes science achievement and participation in the frameworks. With the transition to the new assessments, CDE is requesting this one year change to the frameworks in order to transition the new online assessments in a lower stakes environment and not delay the release of the frameworks.

Capital Construction


Apply for Qualified Zone Academy Bond Allocations

The program is a way for school districts to obtain low or interest free financing for renovation, repair projects and other needs. Currently, Colorado has $5,527,000 in allocations available for 2011, $5,326,000 available for 2012, and $5,326,000 available for 2013. CDE does not provide funding, but provides authorization to a school district to obtain low or interest free financing if the school district qualifies.

Submit complete applications to Capital Construction. Applications and frequently asked questions are located at http://www.cde.state.co.us/cdefinance/CapConstQZAB.

There is no deadline to apply, however funds are released on a first-come, first-served basis.

Participate in the 2013-14 Colorado School Library Survey

This survey, conducted by Library Research Service (LRS), an office of the Colorado State Library, gives school libraries, staff and administrators compelling data to use for budgeting, planning and evaluating services. LRS also uses the results in research studies that demonstrate the impact of school libraries on student achievement and 21st century success.

The survey closes Friday, Nov. 1 and is available at http://www.lrs.org/slsurvey/. Schools were sent log-in information by email and mail or school staff can contact LRS at LRS@LRS.org or 303-866-6900.

Download the Updated Superintendent (or School Leader) Integrated Timeline

An integrated timeline is available to help guide superintendents and school leaders through key implementation work during the 2013-14 school year and into the 2014-15 school year. The timeline includes the main tasks associated with implementing new standards, assessments, educator evaluations and accountability requirements. By identifying what work is happening simultaneously, districts can be more intentional in integrating their efforts.

While not representative of all tasks, the timeline includes major activities, broken out quarterly and by phase of implementation: planning, implementation and continuous improvement. Guiding questions for each quarter are included to help identify focus points and strategies.

Participate in Family and School Partnership in Education Month

The State Advisory Council for Parent Involvement in Education announced today that Gov. John Hickenlooper is designating October as family and school partnership in education month. The goal of this special month is to actively share information and support families and educators working together to ensure learning success for every student, from pre-school to postsecondary and workforce readiness, including higher education. The emphases are on effective, evidence-based practices that support student achievement and the national standards for family-school partnerships (PTA, 2008).

Each school community in Colorado can participate in this celebration by sharing and discussing the family and school partnership in education month proclamation, national standards and its specific partnership efforts which focus on student success.

Please join state officials and key stakeholder representatives for a kick-off on Tuesday, Oct. 8 at the Colorado Department of Education, 201 East Colfax Ave., Lobby, in Denver from 11:45 a.m. - 12:15 p.m.

Race to the Top


Apply for the Race to the Top-District 2013 Competition - Deadline Extended

The U.S. Department of Education is extending the deadline to apply for a grant under the Race to the Top – District program. This deadline extension is for local educational agencies in Colorado counties designated for individual assistance or public assistance under the Presidential major disaster (DR-4145) or emergency (EM-3365) declarations resulting from the September storms, flooding, landslide and mudslides. This includes consortium applicants that include one or more LEAs located in the counties listed below.

The new deadline is 4:30 p.m. EST on Thursday, Oct.10.

Counties with the designation mentioned above are:
Adams, Arapahoe, Boulder, Broomfield, Clear Creek, Denver, El Paso, Fremont, Jefferson, Larimer, Logan, Morgan, Pueblo, Washington and Weld.

The original deadline of Oct. 3 still applies for individual LEA applicants not located in the affected counties and for consortium applicants that consist solely of LEAs not located in the affected counties. Additionally, the current federal government shutdown does not impact these deadlines.
