School Accreditation Forms and Requests to Reconsider

Districts must submit an accreditation category for each of their schools to CDE by Monday, Oct. 15. To submit your school’s accreditation ratings, go to: http://www.cde.state.co.us/scripts/accreditationform/index.asp. Superintendents and accountability contacts were emailed the user name and password on Aug. 24. School requests to reconsider are submitted through this form.

If a district would like to submit requests to reconsider for the preliminary district accreditation plan type, those are due, via email, to Liz Lenz (lenz_e@cde.state.co.us) on Oct. 15. Guidance around the complete process is posted at the link below.

Priority Improvement & Turnaround Orientation

The Priority Improvement/Turnaround Orientation sessions are designed to provide district and school leaders with an introduction to CDE’s support for districts and schools with Priority Improvement and Turnaround ratings.

Participants will gain an understanding of the mechanics of the 5-year accountability timeline, learn what supports CDE staff can provide to districts and schools, and engage with peers in sharing experiences. These sessions will be facilitated by CDE’s School and District Performance Unit, with support from other CDE staff familiar with school and district accountability and the Unified Improvement Planning process.

Tracker is Open for Optional Fall UIP Submissions

The submission window is now open for revised 2012-13 district or school level Unified Improvement Planning (UIPs) ready for public posting on SchoolView. UIPs are to be submitted through the Tracker system during the fall cycle and will replace the plans currently posted on SchoolView.

CDE is also accepting district-level priority improvement and turnaround plans for an optional fall review. Districts that submit plans for review will receive feedback to strengthen the data narrative before making decisions about action planning. This submission option will only be open to priority improvement and turnaround districts and will not take the place of the required winter review.

The window for submitting plans for either posting or review will end on Monday, Oct. 15. Resources for submitting UIPs are available on the UIP Submissions website (link provided below) and have been provided to district Tracker contacts.

UIP Scaffolded Peer Review Sessions Begin in Two Weeks

CDE will host peer review sessions aimed at district or school teams as they revise their Unified Improvement Planning (UIPs) prior to submission to CDE for review or public posting. The first round of peer reviews will focus on your data narrative, including notable trend statements, prioritized performance challenges and root cause analysis. Bring your school and/or district plans – and then be ready to review your peers’ plans in other districts. CDE staff will be available for consultation.

Registration is open for these peer review sessions in three locations: Pueblo on Oct. 15, Glenwood Springs on Oct. 17 and North Metro Denver on Oct. 19. Registration is available at: https://www.surveymonkey.com/s/2012UIPScaffoldedReview.

The Colorado Growth Model web application has been updated with 2012 growth and achievement data. Results are now shown for all years beginning with the 2006-2007 school year.

Parent Notification for Schools with Turnaround, Priority Improvement or Improvement Plan Types

Districts must notify parents if their child's school is assigned with an Improvement, Priority Improvement, or Turnaround plan. The district must provide the parent with the plan type and the performance results that led to that plan assignment.

This notice must be given within 30 days of the district receiving the initial plan assignment or, if the district appeals the initial plan assignment, within 30 days of the district receiving the state board’s final determination.

The notice must include the timeline for developing and adopting the required plan and the date, time and location of a public hearing held by the school principal or the local board of education, whichever is responsible for adopting the plan, to review the plan prior to adoption. The date for the public hearing must be at least 30 days after the date on which the district provides the written notice. During these public hearings, the school principal or the local board of education must review the school’s progress in implementing its plan during the preceding year and in improving its performance.

Green Ribbon Schools Application Now Available

The 2013 Green Ribbon Schools application is now available. The Green Ribbon Schools program was created by the U.S. Department of Education to recognize schools that save energy and reduce operating costs, create environmentally friendly learning spaces, promote student health, and provide environmental education to incorporate sustainability into the curriculum.

Applications are due to CDE on Tuesday, Dec. 4. Up to four Colorado schools may be nominated by Commissioner Hammond to the U.S. Department of Education.

Capital Construction


Webinar for New BEST Project Awardees

Capital Construction will host a series of webinars for districts that have recently been awarded a BEST project. The webinars will provide an overview of resources and requirements for new BEST projects, both cash projects and COP. Topics discussed will include an overview of web-site resources, BEST staff assistance, draw requests, procurement, and special requirements for COP/bond projects. Staff will also take questions.

Superintendents and other district staff or consultants engaged in the implementation of a districts’ BEST grant are invited to attend.

“The Power of Partnership” – Supporting the Journey, a Special Education Advisory Committee Forum, will be held on Friday, Nov. 2 in Colorado Springs. Representatives from local special education advisory committees in Colorado will have the opportunity to hear from a panel of members; network with other local representatives and community agencies; and, share strategies, ideas and resources. This event is being sponsored by the Colorado Special Education Advisory Committee and the Colorado Department of Education.

Apply to be a Member of the Colorado Special Education Advisory Committee

The Colorado Special Education Advisory Committee is looking for new members. The committee is looking for dedicated people from across Colorado to advise CDE's assistant commissioner and state director of special education on the issues relating to special education services and supports.

The committee is a state-level committee mandated by federal and state law. Members are interested in the quality of education received by children and youth with disabilities. The committee includes parents of and individuals with disabilities, educational service providers, administrators and representatives from a variety of related agencies. Participation is statewide and representative of diverse disabilities.

Twice Exceptional Trainings

For gifted students with disabilities (twice-exceptional students), school can be difficult and frustrating. General, special and gifted educators are invited to learn about the characteristics and needs of twice exceptional students. Registration is open now and the courses are offered at no charge to participants.

Two levels of training are offered. Level 1 is an online class with 1 graduate credit available from Adams State University. Level 2 is a two-day, face-to-face workshop for collaborative teams of educators who will get hands-on practice working through the RtI problem solving process for a twice exceptional student. Graduate credit is also available for Level 2.

ESCAPE Grant Application Deadline

Eliminating Student Cost for Advanced Placement Exams (ESCAPE) is the federal Advanced Placement and International Baccalaureate exam fee program in Colorado.

Through this federal grant, CDE will pay for Advanced Placement and International Baccalaureate exams taken by low income students for exam year 2012-2013.

Please Note: The payment of exam fees is contingent upon receipt of a federal grant award for the 2013 AP and IB exams. The application deadline is Oct. 30.

Autism Level 2 Training: Verbal Behavior

This training will delve deeper into the topic of Verbal Behavior. There will be an examination of barriers that arise during the assessment, planning and programming stages for students. Problem solving and solutions will be a strong focal point of this training and active participation will be strongly encouraged.

This Level 2 workshop is open to participants who have previously attended BOTH the Level 1 Autism Introduction training (two or three day) AND the Level 2 Autism ABLLS/VB trainings in previous years. Those who do not meet this minimum but who have a similar content background are encouraged to inquire for individual enrollment decisions. In addition, participants need to have completed an ABLLS, ABLLS-R, VP-MAPP or similar tool prior to registering. Evidence of this administration will be required before registration will be confirmed.

This training is offered on various dates (provided at the link below) and at no cost to the participant by the Exceptional Student Services Unit/Autism team.

Colorado Leadership Forum

The annual Leadership Forum in Gifted Education will be held Thursday, Nov. 15, from 8:30 a.m. – 2 p.m., at the National Associated for Gifted Children conference. The event will be at the Hyatt Regency Hotel and Denver Convention Center.

Commissioner Robert Hammond will offer opening remarks. Dr. Ron Berger, chief program officer at Expeditionary Learning, and Dr. Paula Olszewski-Kubilius, president of NAGC, are featured speakers.

Panel presentations include superintendents, representatives from Overland High School STEM school, Denver Art Museum and Talent Search Center for Bright Children. Districts are encouraged to bring a team of school and community leaders.

Autism Level 2 Training: Inclusion, Oct. 19 in Trinidad

Inclusive settings are the least restrictive environment for many learners with autism. Inclusion with typical peers has been shown to increase social competence among learners with disabilities, including students with autism. This Level 2 training will discuss the research on inclusive settings for students with autism. The training will explore evidence-based practices for children with autism, and how they can be utilized to increase participation in inclusive school environments. Ideas and strategies for successfully including students with autism into the wider school community will be shared. This is a great training for practitioners responsible for developing concrete, intensive programs for students with autism and other developmental disabilities.

Annual Measurable Achievement Objectives Webinar - Oct. 4

Annual Measurable Achievement Objectives (AMAO) calculations have changed significantly with development of the Colorado Growth Model and approval of Colorado's NCLB flexibility waiver. A third webinar about how Title III AMAOs are being calculated for the 2011-12 year has been scheduled for Thursday, Oct. 4. District assessment coordinators, ELL coordinators, accountability contacts and Title III coordinators should attend.

Family, School, and Community Partnering: “On the Team and At the Table” Stakeholder Training

Learn how schools, families and communities can partner in a Multi-Tiered System of Supports (RtI/PBIS) to support positive academic, social, emotional, and behavioral outcomes for all students. Develop knowledge of family partnering legal mandates and the research base for coordinating learning between home and school. Identify challenges and solutions to successful partnering. Obtain adaptable, “takeaway” tools to support various activities and plan for ongoing everyday family, school, and community partnering practices.

Lunch is provided, with coffee/tea in the morning.

This training is for stakeholders in the special education process – advocates, family organizations, local special education advisory committees, special education administrators, teachers, and related service providers. However, all education stakeholders are welcome.
