Read the Updated Edition of the Guidebook on Designing, Delivering and Evaluating Services for English Learners

The updated resource includes current federal and state requirements, CDE policies and guidance and best and promising practices for educators who support and provide services for English learners.

Later this year, look for PowerPoint presentations connected to guidebook content. These PowerPoint presentations will enhance understanding of the guidebook and will be available for school districts and other educational agencies to use in professional development.

Learn More About the District Accreditation Ratings Release

The final 2013 district accreditation categories, based on the district performance plan ratings and requests to reconsider will be presented at the state board of education meeting Wednesday, Nov. 13. A report of the district accreditation categories and percent of points earned will be made public at that time.

At the Wednesday, Dec. 11 state board of education meeting, CDE will recommend the school plan type assignments for state board approval. At that time, the final school performance framework and district performance framework reports will become public, as well as the detailed data files.

Review the Improvement Planning Guidance for New Schools

Each year, all public schools in Colorado, including new schools, must develop an improvement plan and submit it for public posting. CDE has created supplemental guidance for new schools in the first year of operation, recognizing the unique challenges of the Unified Improvement Planning process during the baseline year when little to no trend data is available. The supplemental new school guidance has been written to support the information found in the UIP handbook and is intended to help planning teams “plan forward” for their improvement efforts. Vote Today for the 2014 One Book 4 Colorado Book

Online voting is open to choose the book that every 4-year-old will be reading this spring, along with a little help from parents, siblings, friends and family. Visit onebook4colorado.org to cast your vote for one of the three finalists: Pigsty by Mark Teague, How Do Dinosaurs Learn their Colors by Jane Yolen and Grumpy Bird by Jeremy Tankard.

One Book 4 Colorado is a collaboration of Colorado State Library, Denver Preschool Program, Lt. Gov. Joe Garcia’s Office, Reach Out and Read Colorado, Serve Colorado, the foundation community, public libraries and the private sector. In 2014, more than 70,000 books will be given to Colorado 4-year-olds who visit public libraries, Reach Out and Read Colorado health clinics and Denver Preschool Program preschools April 7-21.

Apply to Become an Evaluator Training Provider for the Colorado State Model Evaluation System

Beginning with the 2014-15 school year, CDE will phase out of training for the Colorado State Model Evaluation System. Rather than CDE conducting training on the model system, approved evaluator training providers will conduct the trainings. CDE is beginning the process of approving evaluator training providers who want to become trainers for the model system. Applications for evaluator training are now available. BOCES, public school districts (local educational agencies), education organizations, for-profit providers, non-profit providers, institutions of higher education and individuals are encouraged to apply. Providers who seek this endorsement will be approved to train all evaluators, including evaluators of teachers, specialized service professionals and principals. The first step in the application is to turn in an intent to apply by Friday, Dec. 6. To access the application and find out how to submit an intent, please visit the link below.

An optional application FAQ webinar will be held on Thursday, Nov. 14 at 3:30 p.m. for potential evaluator training providers. The webinar will be recorded for those unable to join. Attend the State Board Hearing on the Rules for the Evaluation of Specialized Service Professionals

The state board of education will hold its first hearing on the draft rules concerning the evaluation of specialized service professionals at 2 p.m. during the state board’s regularly scheduled meeting on Wednesday, Nov. 13. The meeting will take place in the State Board Room at 201 E. Colfax Ave. in Denver. Members of the public are welcome to sign up to testify before the board.

A second hearing will take place on Wednesday, Dec. 11 at the same location at 1:30 p.m.

Information about the rulemaking process, including access to the most recent version of the draft rules, public comments submitted on the draft, and CDE responses to the public comments is a available at the webpage below.

Apply for the Advanced Placement and International Baccalaureate Exam Fees Grant

Eliminating student cost for advanced placement exams is the federal advanced placement/international baccalaureate exam fee program in Colorado. Through this federal grant, the Colorado Department of Education will pay for advanced placement and international baccalaureate exams taken by low income students. High school AP and IB coordinators are encouraged to submit an application for their high school. Last year, students/families paid $10 per exam and the grant covered the remainder of exam costs. All requests were granted for 2013.

The deadline to submit the high school application for participation is Monday, Nov. 11. Note: the payment of exam fees is contingent upon receipt of a federal grant award for the 2014 AP and IB exams.

Submit Your Project School Emergency Response to Violence (SERV) Application by Nov. 15

The Project SERV application is due Friday, Nov. 15 at 4 p.m. Districts that experienced a disruption to the learning environment because of the September 2013 floods may be reimbursed for costs associated with restoring the learning environment. Reimbursable costs include counseling for students, their families and school staff, costs associated with having to relocate schools to other locations, additional transportation costs associated with getting students to schools and substitute teachers in cases where school staff were unable to get to school.

Apply for the Diagnostic Review and Planning Grant

This grant is available to Title I focus schools and Title I schools with a (preliminary) turnaround or priority improvement plan type to provide resources and support a focused approach to improvement through a diagnostic review and/or action planning support.

All Title I schools with priority improvement or turnaround plan types are eligible to apply and are prioritized in the following order, (1) Title I focus schools not awarded FY12 1003a funds (2) Title I schools with turnaround plan types (3) Title I schools with priority improvement plan types.

Attend a Title III 2012-13 Annual Measureable Achievement Objectives Webinar

Title III 2012-13 annual measureable achievement objectives 1, 2 and 3 results are available to Title III grantees. AMAO 1 is the English language proficiency growth sub-indicator and AMAO 3 is compiled from reading, writing and math academic growth gaps sub-indicators for English learners, as well as graduation rate and TCAP participation. AMAO 2 is the percentage of English learners that scored 5.0 or higher on ACCESS overall and 5.0 or higher on the literacy sub-test.

Learn More About a Recommendation to Extend the School Readiness Implementation Timeline

Colorado’s Achievement Plan for Kids (S.B. 08-212) requires all children in public preschool and kindergarten programs to have an individual school readiness plan and for kindergartners to be assessed using an approved school readiness assessment.

In 2012, the state board of education voted to offer districts a menu of school readiness assessments and approved Teaching Strategies GOLD as the first school readiness assessment. Over the past year, CDE has guided districts to implement the school readiness initiative in either the 2013-14 or 2014-15 school years. This allowed districts wishing to use Teaching Strategies GOLD to move forward in the 2013-14 school year while providing time for additional assessments to be added to the menu.

This summer, the state initiated a request for information to solicit additional school readiness assessments for the menu. No assessments were submitted that met the criteria established in CAP4K. At the Nov. 13 state board of education meeting, CDE will recommend extending the implementation timeline by one year to allow for more assessment options to become available to districts. This timeline would give districts additional time to support kindergarten teachers with implementation of the new standards and the READ Act while thoughtfully planning for the school readiness work.
