Prepare for Upcoming UIP Winter Submissions

Some schools and districts are required to submit unified improvement plans to CDE for review by Jan. 15. These include schools and districts on priority improvement or turnaround, districts required to complete a student graduation and completion plan, and districts on Title III program improvement. Some grant programs such as TIG and TDIP may require submission by Jan. 15 as well. Plans are to be submitted through the online Tracker system, which will be open for UIP winter submissions on Dec. 14.

Any districts or schools that opt to submit UIPs for posting on SchoolView this winter must do so through the online Tracker system from Dec. 14 - Jan. 15. Plans submitted during the winter cycle will replace the currently posted plans in February. All school and district plans must be submitted for public posting on SchoolView by Apr. 15.

View the 2012 School and District Performance Frameworks

The 2012 School and District Performance Frameworks are now available in SchoolView. Users can select a district and view its DPF, or select a school and view its SPF.

The accountability tab of the Data Center has been updated to include the official SPF and DPF reports, as well as a display of performance on the four indicators.

Users will also experience additional upgrades in the Data Center including search and share functions.

Participate in the TELL Colorado Survey

The TELL Colorado survey will be offered to all school-based educators Feb. 6 through Mar. 6. The survey will provide information to guide school and district improvement planning efforts and to inform broader policy discussions.

CDE is interested in collecting your success stories from participating in the TELL Colorado survey (in prior years) and how schools and districts have used the data to make improvements (e.g., policy changes, evidence in the unified improvement plan, restructuring of time during the school day) at the district and school levels. These stories may be highlighted on the website and in resources to help others take advantage of this rich data. Please send your success stories to Christina Larson at the contact information below.

Capital Construction


Review the Statewide Facility Assessment Report

Facility assessment reports are open for review. To give others in your district access to review the reports, forward this edition of The Scoop to them. To get additional reviewers added to your review teams please contact Dustin Guerin.

The deadline to review the reports for your district and provide comments, corrections or clarifications to CDE is March 1. CDE staff will address your comments and post a revised report, which will become static until next year. Once the static reports are posted, comments can be entered again but the reports will not be updated until the next cycle for annual data updates.

It is important the information in the reports accurately reflects actual building conditions. Your comments and review will help assist CDE with capital construction grant awards in the future.

Submit Your Qualified Zone Academy Bonds Program Allocation

Capital Construction is accepting applications for Qualified Zone Academy Bonds allocations.

The program is a way for school districts to obtain low or interest free financing for renovation, repair projects, and other needs. Colorado still has $5,527,000 in allocations available from 2011. CDE does not provide funding, but provides authorization to a school district to obtain the low or interest free financing if the school district qualifies.

Apply for the FY2013-14 BEST Grant

The BEST grant application for the FY2013-14 grant cycle opened Nov. 30 and closes March 1 at 4 p.m. All interested applicants need to call Kevin Huber for a new user name and password. Assess the application at: http://www.cde.state.co.us/cdefinance/CapConstGrantAppProcess.htm.

Scott Newell will host a webinar to provide a complete overview of the updated BEST grant application. The webinar is Wednesday, Dec. 12 from 10-11 a.m., and can be accessed at: http://connect.enetcolorado.org/grantapp2/.

Learn About Assurances for Written Evaluation Systems

CDE has prepared the assurances for written evaluation systems which are intended to ensure that school districts and BOCES across Colorado implement written evaluation systems that are aligned with Senate Bill 10-191 and State Board Rules for the evaluation of licensed personal. The assurances have been prepared six months prior to the due date of July 1, 2013 to give districts/BOCES ample time to review the assurances and the accompanying checklist. To view the step-by-step guide for submitting assurances, download the assurance document or access the Colorado Tracker system which will be used to submit the assurances, please visit the link below. Optional webinars will be available in February for anyone wanting more information on the assurances, the checklist or how to submit the assurances. Submit Your Improving Teacher Quality Request for Proposal

Lt. Gov. Joe Garcia's office and the Department of Higher Education are collaborating to release a request for proposals for an Improving Teacher Quality Title II-A grant. The special release of this grant will award $290,000 to be used to provide professional development to address early literacy for educators who are working with English language learners in pre-k – grade 3. The application deadline is Jan. 25.

Help with the CDE Website Redesign, Take a Brief Survey

This fall, CDE began a 9-month process to redesign the website. The goal of the redesign is to develop a more robust and comprehensive site that is useful, informative and engaging. The new site will provide information in a manageable, organized and timely manner. To that end, we’re asking our website users to complete a brief 6-question survey. The survey will remain open until Friday, Dec. 7.

Please spread the word; your participation is crucial as we design a site that meets your needs. Results of the survey will be shared in late December and a link to that information will be provided in an upcoming issue of the Scoop.

Check Out Assessments Now Available in the CDE Resource Bank

The CDE Resource Bank consisting of high quality assessments that are aligned to the Colorado Academic Standards has launched. This initial launch includes assessments reviewed by the Colorado Content Collaboratives for music, dance, drama, social studies and some reading, writing & communicating. Please watch the Scoop for updates on availability of additional assessments. We are loading more reading, writing & communicating assessments as well as assessments for visual arts. Additionally, in January, assessments from Cohort II which includes the subjects of comprehensive health, mathematics, physical education, science, world languages and career & technical education will be added to the CDE Resource Bank. While the bank will continue to be updated with more assessments and instructional supports, this launch will allow pilot districts to field test assessments for use in teacher evaluations this year.

Request for Information: Diagnostic and Summative Reading Assessments

CDE has posted two requests for information on the Colorado READ Act webpage. The purpose of the RFIs are to solicit reading diagnostic and summative assessment tools for inclusion on the 2013-2014 state board approved list of assessments. Districts and schools may voluntarily choose from the approved list for their use of diagnostic and summative assessments.

The RFIs are not competitive; any provider that meets the criteria specified within the RFI may be included on the provider list. The RFIs do not include a provision for expenditure of state funds to providers on the list, and there is no guarantee that providers will be selected by schools/districts. The list of providers will be maintained by CDE and will be updated annually. Each year, there will be an opportunity for new providers to apply to be added to the list by meeting the criteria, and providers may be removed from the list if their assessments are found to no longer meet the stated criteria. The state may revise its criteria over time as needed.

Sign Up for the Family, School, and Community Partnering: “On the Team and At the Table” Course

Learn how families, schools, and communities can partner in a Multi-Tiered System of Supports (RtI/PBIS) to support positive academic, social, emotional, and behavioral outcomes for all students.

This training is for all education stakeholders, including family and community members. Administrators, teachers, related service providers, higher education faculty, advisory groups, school board members, advocates, and accountability committee members are all invited to participate.

Register for Upcoming RtI/PBIS Online Classes

The new session of classes occurs Jan. 14 – Feb. 24. Registration closes Jan. 7. Each informative course is six weeks long and is organized into interactive units of instruction. The course instructors provide weekly deadlines, and participants complete assignments independently.

A list of available classes and class details are available at the link provided. Participants will earn continuing education credit, and Adams State University credit is available for an additional fee.

Participate in a New Office of Dropout Prevention and Post-Secondary Readiness Online Course

Secondary Schools and Multi-Tiered Family, School, and Community Partnering is a six week interactive course that will provide Colorado educators with the knowledge and resources to effectively implement supporting school-family-community partnership initiatives and the academic success of high school and middle school students.

All secondary educators and student services personnel are encouraged to attend. The course is sponsored by the federal high school graduation initiative grant awarded to Colorado and is therefore free of charge.
