Submit Your Comment for Revisions to the Education Accountability Act Rules

Members of the public are welcome to submit written comments on the proposed updates to the Education Accountability Act (S.B. 163) Rules. The state board will review the suggested updates at its upcoming hearing on the rules on Tuesday, March 11, at 1:30 p.m.

Updates to the rules are required as a result of new legislation passed during the 2013 legislative session and the Office of Legislative Legal Services’ review of the current rules. Additionally, CDE is recommending a few revisions that will better streamline this lengthy set of rules. Draft revisions can be accessed at the link below.

Capital Construction


View the FY2013-14 Charter School Capital Construction Updated Allocations

The FTE counts used for the Charter School FY2013-14 Capital Construction funding allocation are available at http://www.cde.state.co.us/cdefinance/csccfunddistfy1314.

The allocation amount is based upon the number of FTE, as reported and certified by school districts during the October pupil count. If a charter is located in a district-owned facility, the FTE are counted as half. Online pupils are not counted in this calculation. If you have questions or concerns about the number of FTE, please contact the district or Charter Schools Institute.

Remaining funds will be distributed as shown in the distribution schedule.

Early Learning & School Readiness


Attend the Early Literacy Assessment Tool Project Request for Proposal Webinar

CDE is accepting applications from new and renewal applicants for the Early Literacy Assessment Tool Project. Pending legislative approval during the 2014 legislative session, the department will offer the project for the 2014-15 school year. This program is designed to assist teachers in meeting the assessment requirements of the READ Act. The tool will allow teachers to obtain real-time assessment of the reading skill levels of students enrolled in kindergarten, grades one, two and/or three and, based on the assessment results, generate intervention plans and materials.

By participating, local education agencies will be supplied with the online assessment of DIBELS Next, an approved interim measure and the Burst diagnostic reading assessments, an approved diagnostic measure. First-time participating LEAs will receive assessment kits. Each school will receive one kit per grade level (renewal applicants will not receive additional kits). All participating LEAs will receive licenses to use the assessment. Districts will be responsible for providing their own hardware. Save the Date for the Summer 2014 Transition Leadership Institute

The Exceptional Student Services Unit, in conjunction with the National Secondary Transition Technical Assistance Center, is pleased to announce the 8th Annual Transition Leadership Institute scheduled for Wednesday, June 11 - Friday, June 13 at the Village at Breckenridge in Breckenridge.

Teams are limited to four members. Identified transition teams from each administrative unit/state operated program will be responsible for developing and implementing strategies to improve transition planning and services for youth with disabilities throughout the next school year. Administrative units with school to work alliance programs are encouraged to include the school to work alliance program coordinator as a team member.

Team members may include:
- special education director, supervisor or coordinator
- regular education administrator, supervisor or coordinator
- transition coordinator
- vocational or career tech coordinator
- team leader of an 18-21 year old program
- team leader for psychologists or social workers
- School to Work Alliance Program coordinator, school to work alliance program
- high school special education teacher
- parent representative from a local Colorado special education committee or district parent liaison

More details will follow in upcoming editions of The Scoop. Current transition team leaders will receive registration materials within the next few weeks via email.

Attend the Colorado Special Education Advisory Committee Meeting

The meeting is scheduled for Thursday, Feb. 20 at the Anchor Center, 2550 Roslyn Street, in Denver.

The Colorado Special Education Advisory Committee is a state-level committee mandated by federal and state law. Members are interested in the quality of education received by children and youth with disabilities. The committee includes parents of and individuals with disabilities, educational service providers, administrators and representatives from a variety of related agencies. Participation is statewide and representative of diverse disabilities. CSEAC meetings are open to the public.

Attend the State Advisory Council for Parent Involvement in Education Meeting

The next meeting is Tuesday, Feb. 18 from 1 – 3 p.m. at the Colorado Education Association, 1500 Grant Street, in Denver.

The State Advisory Council for Parent Involvement in Education is a legislated council that was established in 2009. SACPIE’s mission is to review best practices and recommend to policymakers and educators strategies to increase family partnerships in public education, thereby helping to improve the quality of public education and raise the level of students' academic achievement throughout Colorado. SACPIE meetings are open to the public.

Submit Your Tiered Intervention Grant Request for Proposal

The 2014-15 Tiered Intervention Grant request for proposal is available. This program is designed to support districts with chronically low performing schools in the lowest 5 percent of achievement as indicated by state assessments.

The intent of the grant is to provide funding for districts to:
-Partner with the Colorado Department of Education in implementation of one of the school intervention models provided in the draft guidance for the use of Federal Title I 1003(g) funds;
-Increase the academic achievement of all students attending chronically low performing schools as measured by the state’s assessment system; and
-Utilize the support and services of an external provider in their efforts to accomplish the above.

Part A of the proposals is due on Thursday, March 20.

Applicants must also submit an intent to apply by Friday, Feb. 28 and participate in a required applicant readiness interview on Wednesday, April 2 or Tuesday, April 8.

Attend a Webinar to Learn More About Supplemental Educational Services for the 2014-2015 School Year

CDE has developed guidelines for implementation of supplemental education services in the 2014-15 school year, preserving the more effective components, yet building in flexibility for districts.

The overarching premise of the SES program is to provide additional, direct instructional services to low performing students in Title I schools assigned a Priority Improvement or Turnaround plan type. Requirements for SES in the 2014-2015 school year preserve this intent, as well as provide program choices to parents. However, the following changes will be enacted in 2014-2015 and discussed in greater detail in upcoming trainings:

1. CDE will no longer maintain a list of approved SES providers. Districts will be encouraged to use the CDE evaluation results to select providers.
2. Districts will determine and allocate the SES set-aside amount needed based on the number of currently eligible students or the prior year's number of students served.
3. Staff in CDE’s Office of Elementary and Secondary Education Act Programs will work with applicable districts in the spring of 2014 to ensure that the district’s plan for SES in 2014-15 will likely result in improved academic or linguistic outcomes for eligible students.
4. Districts will negotiate the fees for services directly with providers.
5. Providing service data to CDE will now be the responsibility of districts. However, districts may include data submission requirements as part of the contract with the providers.

CDE will no longer conduct a request for proposal process for approving and maintaining a list of SES providers. The process for selecting providers or programs with a proven record of effectiveness will be the responsibility of the district.

View the Updated Graduation Guidelines Timeline

The updated timeline is available at www.cde.state.co.us/Postsecondary/graduationguidelines. Districts and school boards are not required to take action in adopting local guidelines until the 2015-16 school year. In 2014-15, please consider using the college and career readiness determinations as guideposts in reviewing your district's current graduation criteria to determine how these meet or exceed the guidelines at www.cde.state.co.us/postsecondary.

This timeline reinforces alignment with the graduation guidelines work groups that are convening over the next six months. To date, 21st century skills, capstone and individual career and academic plan work groups have met. Industry certificates and special populations groups will begin their work this month. The graduation guidelines work groups have one year from when they begin meeting to provide implementation recommendations, best/promising practices and tools/resources in relation to their topic area to graduation guidelines.

Submit Your Nominations for the Colorado Talent Pool

The Colorado Department of Education maintains a file of emerging classroom leaders that consists of a cadre of distinguished teachers and principals. These educators may be considered for membership on advisory boards and task forces, as well as candidates for special recognition programs. Your recommendations will identify educators who will be of great value to your community and state and who may also ultimately receive prestigious recognition.

We are very fortunate to have a rich base of veteran educators represented in our current talent pool. They have been and continue to be a valuable resource in our state efforts. What is particularly lacking at this time is representation from educators relatively new to the profession who demonstrate unusual instructional and leadership ability, predominantly at the elementary level. Such persons exhibit strong potential for professional leadership and inspiring presence that impacts students, colleagues and community.
