Accountability & Improvement

Participate in the TELL Colorado Survey

The survey is under way with more than 10 percent completed surveys in the first week. We want to hear from as many voices as possible. Schools and districts need at least 50 percent participation to access their own data. Congratulations to the three districts (Peyton, Otis and Del Norte) and 77 schools that have already surpassed the 50 percent threshold.

Schools should have received a packet with individual letters for educators that included a seven-digit access code to take the survey. If the packet was not received or was misplaced, please contact the TELL Colorado help desk (helpdesk@tellcolorado.org or phone 888-280-7903).

Please continue to help us make this a successful initiative. Share this information with educators and encourage them to participate. Help them find the time to take it (e.g., staff meetings) and even provide incentives. The Colorado Education Association and the Colorado League of Charter Schools are offering prizes and cash incentives each week during the survey window to the schools that make the 50 percent threshold.

USDA Proposes Nutrition Standards for All Foods Sold in School

The Healthy, Hunger-Free Kids Act of 2010 requires the USDA to establish nutrition standards for all foods sold in schools - - beyond the federally-supported school meals programs (School Breakfast Program, National School Lunch Program).

The new proposed standards draw on recommendations from the Institute of Medicine, existing voluntary standards already implemented by thousands of schools across the country, and healthy food and beverage offerings already available in the marketplace. The proposed rule has a 60-day comment period and the public is encouraged to review the proposal and to provide comments and information for consideration by the USDA.

This rule can be accessed at: http://www.fns.usda.gov/cga/020113-snacks.pdf. In order to provide feedback on the proposed rule please visit: http://www.regulations.gov/#!home;tab=search

Read More About the Successful Implementation of the Electronic GED; Learn About New Unique Opportunity

After one year of successful implementation, and with more than 40,000 tests delivered across 35 states, GED Testing Service has found that adults who take the GED test on a computer are passing at higher rates and finishing faster. GED Testing Service introduced the new computer-based delivery system in 2012 to help more adults earn a CDE credential and to prepare for the launch of the new GED test in 2014.

GED Testing Service is now offering a unique opportunity. Through May 31, 2013, any adult who chooses to begin their GED test on computer will receive one free retake if they fail. In addition, adults who began their GED test on paper will be eligible if they live in a state where computer-and paper-based test scores can be combined.

Standards & Assessments

Complete the Professional Development and Instructional Programs Request for Information

CDE has posted two requests for information on the Colorado READ Act webpage. The purpose of the RFIs are to solicit resources related to professional development and instructional programs for inclusion in the CDE READ Act Resource Bank. Districts and schools may voluntarily choose from the approved teacher professional development programs and instructional programs for students. Recipients of funds from the Early Literacy Grant program will be required to select materials from the resource bank.

The RFIs are not competitive; any provider that meets the criteria specified within the RFI may be included on the provider list. The RFIs do not include a provision for expenditure of state funds to providers on the list, and there is no guarantee that providers will be selected by schools/districts. The list of providers will be maintained by CDE and will be updated annually. Each year, there will be an opportunity for new providers to apply to be added to the list by meeting the criteria, and providers may be removed from the list if their assessments are found to no longer meet the stated criteria. The state may revise its criteria over time as needed.

Early Literacy Assessment Licenses Forthcoming

The 2012 School Finance Act required the Colorado Department of Education to issue a competitive request for proposals for state purchase of an early literacy assessment tool that teachers may use to obtain real-time assessments of the reading skill levels of students in kindergarten through third grade. The intent was to support state purchase of software that provides individualized assessments with immediate results, stores and analyzes those results, and recommends activities based on those results. In January, the contract was awarded to Wireless Generation for its DIBELS Next system and Burst reading assessments. The funding covers the cost of the online software license and training. Hardware is not included. For a list of devices that support the software, go to: http://www.wirelessgeneration.com/devices.

The department is currently negotiating the terms of the contract and more details will be available in the coming weeks. CDE anticipates making available to districts an application for the software licenses in March with the application window estimated to be open from late-March to late-May. To provide more information about this opportunity, the department will host a webinar in March and will provide updates during the regional READ Act spring training.

Learn More About School Readiness Assessment in Kindergarten

School readiness assessment for children in kindergarten will begin in the fall of 2013 for districts that have chosen to participate in the first year of implementation. In December, the State Board of Education approved Teaching Strategies GOLD as the first assessment system to be used for this purpose. On Feb. 19 from 3:30-4:30 p.m., Teaching Strategies and CDE will host an orientation webinar providing an overview of Teaching Strategies GOLD for kindergarten. You will learn about the features of this web-based system and how it is currently being used. CDE staff will provide updates and address Colorado specific questions.

More than 50 school districts have expressed an interest in beginning their participation during the 2013-14 school year. It is not too late to be added to the list. The Early Learning and School Readiness web page contains a link to a survey that will provide CDE with the necessary information. You will also find links for related fact sheets, a recording of a recent school readiness webinar, and information on how to register for the Teaching Strategies GOLD webinar.
