UIP Processing Feedback Webinar

The UIP processing feedback webinar is intended to provide high level support to district staff in processing the feedback from CDE following the January UIP submission. The webinar will present general trends across the reviewed school and district plans, including common challenges and considerations for follow up at the local level. There will be some time to address participants' questions. However, school or district specific scenarios should be addressed with the identified CDE performance manager.

Reminder to Resubmit Unified Improvement Plans with Required Changes

For districts that submitted Unified Improvement Plans in January, the deadline to resubmit district UIPs that incorporate “required changes” is Friday, March 30.

Feedback from CDE and the State Review Panel (for Turnaround districts and schools only) is being uploaded into Tracker over the next couple of weeks. Given the high volume of reviews, districts will be notified on an individual basis when feedback is available. Any “required changes” are noted in the feedback form from CDE. Note that CDE is only requiring that district level plans be uploaded and resubmitted through Tracker. Districts should work with schools to address any recommendations or required changes. School plans do not need to be resubmitted by March 30.

By April 15, all districts, including those on priority improvement and turnaround plans, will need to submit the final district and school plans via Tracker in the April “UIP for SchoolView – April” Instrument. These are the plans that will be posted publicly on SchoolView. This is in addition to the resubmission on March 30.

The UIP for SchoolView-April Instrument will open in Tracker on March 15 for final UIP submissions due by April 16 for public posting on SchoolView.org. Unified Improvement Planning Website Updates

The Office of Improvement Planning (in partnership with the Center for Transforming Learning and Teaching) is proud to release district case stories and video interviews of Colorado district and school staff sharing their successes and lessons learned with the Unified Improvement Plan (UIP) process.

These resources are now posted on the UIP website. The videos are arranged by UIP question topics. The first of many district case stories is also available. CDE is in the process of developing a wider collection of written case stories, artifacts and video interviews documenting the experiences of several more Colorado districts and their schools to be shared in the “UIP in Action” section of the UIP website.

The website also includes resources specific to the UIP process, including accessing and organizing data, trends/performance challenges, root causes, target setting, and action planning.

Application for 2013 Colorado Teacher of the Year Now Available

The application for the 2013 Colorado Teacher of the Year is now available. Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado's nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

The role of the Colorado Teacher of the Year is to act as:
-a liaison between the teaching community and the legislature, the Department of Education, districts and communities;
-an education ambassador to businesses, parents, service organizations and media;
-a resource on the state of the profession to be available for workshops and conferences around the state; and
-an education leader involved in teacher forums and education reform.

Request for Recommendations: State Talent Pool

The Colorado Department of Education maintains a file of emerging classroom leaders who are considered distinguished teachers and principals. These educators may be candidates for advisory boards, task forces and special recognition programs. Your recommendations will identify educators who will be of great value to your community and state and who may also ultimately receive prestigious recognition.

We are very fortunate to have a rich base of veteran educators represented in our current talent pool. They have been and continue to be a valuable resource in our state efforts. What is particularly lacking at this time is representation from educators relatively new to the profession who demonstrate unusual instructional and leadership ability. Such persons exhibit strong potential for professional leadership and inspiring presence that impacts students, colleagues and community.

Do you know a relatively new educator that is illustrative not only of our states, but also the nation's best? Whose lessons provide models for others? Who has distinguished him/herself above and beyond established top-quality professionals in many of our schools?

A minimum of five years in education is a must. Candidates are building level personnel. They are typically classroom teachers as opposed to specialists and are recognized by peers and supervisors as unique in their growth. Occasionally a principal or specialist is considered. Previous recognition is not required. In fact, of special interest are educators who are outstanding, but have not received other recognition. Completed recommendations must be submitted by Thursday, April 12, 2012.

Educator Effectiveness Releases Teacher Rubric

The latest draft of the Rubric for Evaluating Colorado's Teachers is now available for broad review.
Thank you to the more than 350 individuals that participated in focus groups to provide initial feedback resulting in this draft. The Educator Effectiveness team will continuously collect feedback on both the principal rubrics as we pilot the CDE Model Evaluation System.

Call for Culturally and Linguistically Diverse Expert Reviewers

In order to review proposal submissions for new Culturally and Linguistically Diverse Education endorsement programs, CDE is calling for experts to engage in and support the program review process.

District leaders, coaches, teacher leaders, and others who are interested in reviewing CLD programs for the state should contact Dr. Karen Lowenstein for more information. Continuing education credit or service recognition is available for this work. The deadline for submission of an application to be a reviewer is March 15.

Transition from Linguistically Diverse Education (LDE) to Culturally and Linguistically Diverse (CLD) endorsement

The Colorado State Board of Education has approved rules for a Culturally and Linguistically Diverse Endorsement. This Culturally and Linguistically Diverse Endorsement replaces what is currently the Linguistically Diverse Education Endorsement.

The timeline to carry out a full transition to the new endorsement is as follows:

• Teachers can obtain a Linguistically and Diverse Education endorsement through credit or assessment through Dec. 31, 2012.

• Starting January 1, 2013, there are two ways to obtain a Culturally and Linguistically Diverse endorsement (which is an added endorsement to an initial or professional teaching license):

1. Verification of 24 semester hours of coursework from an accepted institution of higher education through transcript review; or

2. Completion of a state-approved program.

• The final date for entry into any approved Linguistically Diverse Education endorsement program offered by an Institution of Higher Education is Fall 2012. Students who successfully complete those programs are able to submit and receive LDE endorsements.

• Starting January 1, 2013, all approved programs must be approved using the Culturally and Linguistically Diverse endorsement standards.

Supplemental Educational Service Providers RFP Now Available

The Supplemental Educational Services Providers Request For Proposal (RFP) is now available. The purpose of this RFP is to identify quality providers of Supplemental Educational Services to be included on the 2012-2013 Approved Supplemental Services Provider List. The main purpose of the Supplemental Educational Services Program is to:
• Increase the academic achievement in reading/ language arts or mathematics of eligible students as measured by the state’s assessment system; and
• Enable these students to attain proficiency in meeting state academic standards in reading/ language arts or mathematics.

This is not a competitive grant in that as many providers can be included on the approved provider list as meet the specified criteria. Proposals are due Tuesday, March 13. For more information and to access the RFP, please visit the website below.

Webinar Office Hours for Race to the Top Participating LEAs

The department will release final Race to the Top 3 allocation amounts for all participating LEAs by the morning of Thursday, March 1. All participating LEAs will be sent further information directly. Completed Scopes of Work and Budgets will then be due to the department by no later than Wednesday, March 14.

To assist LEAs in completing their Scopes of Work and budgets, the department will host webinar office hours on Tuesday, March 6, from 11 a.m. to noon.

Deadline Extension - Letters of Intent for Expelled and At-Risk Student Services RFP

Applicants intending to apply for the Expelled and At-Risk Student Services grant program are strongly encouraged to submit a letter of intent to the Competitive Grants Office to assist with planning the application review process.

The deadline for submitting the letter of intent is extended from Feb. 29 to Wednesday, March 7. The letter of intent, RFP, and related information can be found on the EARSS website. Applications are due April 9, 2012.
