Accountability & Improvement

Join a Conversation on Over-Age and Under-Credited Students in Alternative Education Campuses

CDE invites you to join a conversation on the findings on Thursday, Feb. 6 from 10-11 a.m. at CDE, 201 E. Colfax Ave. in the state board room. The dial-in for those unable to attend in person is 1-877-820-7831 and the passcode is 607046#. The live presentation will be available at http://bit.ly/1jg3ERP.

The Accountability and Data Analysis Unit collected research in January regarding the interpretation of over-age and under-credited for review in order to operationalize the definition for Alternative Education Campus eligibility for 2014-15 applications. In state statute, this is defined as “[A student who] is over traditional school age for his or her grade level and lacks adequate credit hours for his or her grade level.” ((C.R.S. 22-7-604.5 (1.5) (n)).

Read an Update on CDE’s Review of Unified Improvement Plans

Thank you to the districts who submitted district and/or school UIPs on time for the winter submission cycle. CDE is currently reviewing approximately 200 plans that have been submitted for the required winter CDE review. If a district needs to upload updated or additional information into the winter submission cycle within Tracker, please enter a comment into the system that indicates new information has been added. Select the option to have a copy of the comment sent to Jamie Baker at baker_j@cde.state.co.us so CDE is aware that additional documents have been added.

As CDE feedback of reviewed UIPs becomes available in mid-to-late February, it will be uploaded in Tracker and contacts will be notified. Feedback will include recommendations to help strengthen the plan, as well as specifications for any required changes and resubmission (if applicable). Several districts also submitted UIPs for the optional winter posting to SchoolView.org, and those plans will be replaced on SchoolView this month.

Early Learning & School Readiness

Renew or Apply for School Readiness Assessment Funds

CDE is releasing an application for funds to purchase Teaching Strategies GOLD subscriptions for the 2014-2015 school year on Tuesday, Feb. 11. The application will allow new and returning districts to request funds to cover 100 percent of subscription costs for kindergarten students for the 2014-2015 school year. The negotiated price for the subscriptions is $8.95 per child.

Because districts will contract directly with Teaching Strategies for the kindergarten subscriptions, CDE recommends that districts consult local procurement rules and processes. Keep in mind that many districts already have contracts in place with Teaching Strategies.

A webinar with information on the application process will be conducted on Tuesday, Feb. 11, from 10 to 11 a.m. To register for the webinar, go to http://svy.mk/1e3KE0M.

Read About the Teacher Student Data Link – Lessons from the Student Perception Survey Pilot

Ensuring schools and districts have accurate data to inform teacher and principal evaluations is critical. The issue is especially timely as districts begin the process of attributing student growth data and measures of student learning to teachers. During the Student Perception Survey pilot, the Colorado Legacy Foundation gathered student and teacher data from suburban and rural districts across the state. CLF conducted an analysis of this data to check the accuracy of each district’s teacher-student data links and uncover common challenges. Visit a recently published information sheet on Teacher Student Data Links to learn more about common errors and take steps to ensure accurate student-teacher data in your district.

Standards & Assessments

Learn About the Interim Reading Assessments Recommended for Approval

At the Feb. 12 meeting, the state board of education will vote to approve interim reading assessments as required by the Colorado READ Act. In the fall, CDE released a request for information to assessment vendors to solicit English and Spanish interim assessments to be considered for use with the READ Act. The department engaged a committee of Colorado educators to review the assessments and make recommendations for approval. In December, the department recommended seven English and three Spanish reading assessments to the state board for consideration. The list can be accessed at http://bit.ly/1jg3XvT.

Publishers of assessments not recommended for board approval were able to submit an appeal to the department. Three publishers submitted appeals: Pearson Education for Developmental Reading Assessment, 2nd edition; Let’s Go Learn Publishing for Diagnostic Online Reading Assessment; and Northwest Evaluation Association for Measures of Academic Progress. In January, the department reconvened reviewers from the field to consider the appeals. No appeal submissions were able to meet the review criteria.

Please note that the READ Act gives districts until June 30, 2016 to transition to the newly approved assessments. Districts may begin using any of the newly approved assessments during the 2013-14 school year.
