This is a reminder to submit all district-level and school-level UIPs to CDE by Monday, April 15 for public posting to the SchoolView.org website. Plans should be submitted using the current 2012-13 UIP Template and are to be submitted through the “UIP Spring Cycle” Instrument in the online Tracker system. Register for Next Week's UIP Feedback Training Sessions

The half-day (8:30am - 12:00pm) training sessions are opportunities for schools and districts to learn how to utilize their feedback from CDE's winter UIP review. Both district and school planning teams are encouraged to attend to better understand their feedback and consider how it can be incorporated into local improvement planning processes. The day will begin with group training that will cover “lessons learned” from the UIP reviews followed by interactive time for teams to work through their own feedback with CDE staff.

Discuss the Proposed Revisions to the 2013-14 Alternative Education Campus’ School Performance Frameworks

Based on internal and external stakeholder input regarding the AEC School Performance Frameworks, CDE is proposing changing AEC's data submission requirements for all SPF performance indicators from "optional" to "required" for the 2013-14 school year.

CDE came to this recommendation based upon the lack of representative data submitted to CDE for one or more of the following performance indicators: academic achievement, academic growth, student engagement, and/or postsecondary and workforce readiness. Although some AECs do submit optional assessments when needed, many do not. When data are not available and no additional data are submitted, the performance frameworks can be an incomplete measure of a schools' performance.

CDE recognizes the lead time districts and schools would need to begin preparing for this kind of change, and thus, CDE would like to discuss the proposals further with stakeholders through information sessions. Thank you to those who attended the first webinar last Thursday, the next two sessions will repeat what was covered.

Submit Your 2012-2013 READ Act Data

The 2012-2013 READ Act data collection will be open Monday, April 1 through Monday, July 1. The data will be collected through the Automated Data Exchange system. Due to the repeal of the Colorado Basic Literacy Act, the collection will include new data elements. Districts must report READ Act data in order to received per-pupil funds for students identified as having a significant reading deficiency. New respondents must submit a respondent form to the Office of Literacy in order to receive user passwords. Information related to the collection may be found through the link provided.

Apply to be a Member of the Colorado Gifted Education Advisory Committee

The Colorado Gifted Education Advisory Committee is seeking applications from educators and citizens interested in representing gifted education issues and strengths in their congressional districts. There are vacancies in Districts 4, 5, 6 and 7. Please review application information by visiting the link below.

The committee is comprised of citizens from the congressional districts appointed by the State Board of Education. Each congressional district is represented on the committee by members from significant stakeholder groups: parents, business/community, and educators. A term of service is three years with an option to serve an additional term.

The committee provides recommendations and information about ongoing and emergent needs or issues relating to education of gifted learners to the state board.

Attend the Colorado Special Education Advisory Committee Meeting

CSEAC is a state-level committee mandated by federal and state law. Members are interested in the quality of education received by children/youth with disabilities. The committee includes parents of and individuals with disabilities, educational service providers, administrators and representatives from a variety of related agencies. Participation is statewide and representative of diverse disabilities.

Attend a Pilot Testing the Title I Data Interchange for the Data Pipeline Webinar

Districts with at least one Targeted Assisted Title I school are invited to attend a webinar around submitting TA Title I information through the Title I data interchange, part of the new data pipeline. These data concern the numbers of TA Title I students by grade and academic services received and staff FTE funded by TA Title I funds, which we collect for the Consolidated State Performance Report as required by the U.S. Dept. of Education.

The Title I Data Interchange is slated for Pilot Phase 2 April 22 - May 4. To participate in this pilot, fill out the pilot form available through the link below and email it to datapipeline.support@cde.state.co.us. View the Notice of Intent to Issue Wavier for Title I-A 15% Carryover Limitation

CDE intends to provide a statewide waiver for the fiscal requirements of NCLB § 1127(a)-(b) for fiscal year 2013-2014 to: (a) permit an LEA to carryover more than 15% of its total 2012-2013 Title I-A allocation into the 2013-2014 fiscal year and (b) permit such carryover even if an LEA had obtained a carryover waiver in the past three fiscal years.

CDE recognizes that LEAs need maximum flexibility with the Title I funds. The state has seen considerable fluctuations and reductions in the Title I allocation over the past few years. Additionally, it is unclear when and how much Congress will authorize for the upcoming fiscal year. Faced with this uncertainty, the prudent course of action is to allow districts to maintain a reserve to prepare for the 2013-2014 school year. This waiver will assist LEAs in making financially sound and thoughtful decisions, which in turn will foster sustainable programs and interventions that will lead to improved results for students, long-term gains, and increased capacity of districts and schools.

34 Schools to be Awarded at 2013 Healthy Schools Summit

The Colorado Legacy Foundation will recognize 34 schools as 2013 Healthy School Champions at the Healthy Schools and Integration Summit on April 17. Awards ranging from $500 to $5,000 are based on the results of the Healthy School Champions’ Score Card, a voluntary, online self‐assessment tool designed to measure best practices in the eight Coordinated School Health components.

The winning schools include: B.F. CDE’s data warehouse holds enough long term student trend information for researchers to mine for years. Recently, CDE data analysts and program evaluators established a coordinated research agenda and public space in order to accelerate the sharing of valuable research discoveries. Included on the site will be emerging or published products. Submit Your Early Literacy Assessment Tool Project Request for Proposal

The 2012 School Finance Act required CDE to select a contractor to supply an early literacy assessment tool that teachers may use to obtain real-time assessments of the reading skill levels of students in kindergarten through third grade. The intent was to support state purchase of software that provides individualized assessments with immediate results, stores and analyzes those results, and recommends activities based on those results.

Participating local education providers will receive the online assessment of DIBELS Next, an approved interim measure, and the Burst diagnostic reading assessment, an approved diagnostic measure, including any assessment kits that are needed at the school and the software to use the assessment. The tool will store and analyze the results and recommend school and home activities based on those results.

The RFP application deadline is May 10.

The department will host a webinar on Tuesday, April 2 at 10 a.m.

Registration continues for a series of training sessions across the state designed to support implementation of the READ Act.

Meetings will be conducted from 4:30 to 7 p.m. Upcoming meeting dates and locations include:

The training sessions are intended for teachers and instructional leaders and will focus on (1) components of the READ Act, (2) identifying a significant reading deficiency, and (3) developing effective READ plans. Attend the State of Colorado Information Sharing Summits

Colorado's Children and Youth Information Sharing Initiative is gearing up for regional summits to be held this spring/summer. CCYIS develops strategies for sharing information to optimize services available and delivered to children, youth and families in Colorado. These summits will be an opportunity to unveil the new Authorization Consent to Release Information form. The consent form is a Colorado state form that is used to obtain permission to share sensitive data with other agencies.

Regional summits are from 8 a.m. - 4:30 p.m. (lunch will be provided) and are planned for the following dates and locations:
• April 19 - Grand Junction
• April 26 - Jefferson County
• May 15 - Greeley
• June 14 - Adams County
• June 21 - Pueblo
• July 19 - Aurora

This summit is intended for all systems/initiatives which serve children, youth and families or a parent/guardian.

The agenda includes: debunking myths and addressing barriers regarding information sharing, what are the laws about sharing information, presenting the legal matrix (which lists and links to all pertinent laws regarding information sharing), and unveiling and training on the standardized Authorization Consent to Release Information form. The summits will end discussing how participants can work together on implementing information sharing and use of the form in their individual communities.
