Accountability & Improvement


Review Unified Improvement Plan Feedback

CDE completed review of Turnaround and Priority Improvement Unified Improvement Plans submitted in January. CDE UIP review feedback is being released through the Tracker system as it becomes available for each district. The release of district level feedback is released first, followed by school level feedback. District UIP tracker contacts will be notified with instructions for obtaining feedback once it is available for their district. Feedback will include required changes (if applicable) as well as recommendations to strengthen the plan and improvement efforts. Instructions for next steps and upcoming submission deadlines are also provided within the CDE UIP review feedback.

The Improvement Planning Office will providw two in-person sessions this spring to assist schools in addressing CDE’s UIP review feedback as schools continue the improvement planning process. These optional sessions will be held in Denver North Metro on Tuesday, April 8 and in Pueblo on Friday, April 11. Additional information will be provided to districts about feedback and in next week’s Scoop.

Capital Construction


Read More About the New Capital Construction Director

CDE announced today the appointment of Scott Newell as Director for Capital Construction (BEST Program). Newell has been serving as interim director since mid-November, when longtime former director Ted Hughes announced his retirement.

Scott Newell has been with the department since 2007 and has helped build the BEST program from the ground up. Prior to joining the Colorado Department of Education, Newell held various management level positions in the private sector and has brought this management experience to the department. Newell holds a bachelor’s degree in business with an emphasis in management from Metropolitan State University.

Lyndon Burnett, chairman of the Capital Construction Assistance Board states, “Congratulations to Scott. He’s been involved with the program for many years and has been very dedicated to helping children in the state with facilities. This will be a seamless transition for our program and we look forward to working with him.”

Educator Effectiveness & Licensing


Join Colorados Educator Preparation Project for a Spring Webinar Series

The Educator Preparation Project, made possible by a two-year grant from Rose Community Foundation, supports colleges, universities, districts and schools training educators across Colorado.

The goals of the project include working collaboratively with the Colorado Department of Education to support outreach and training opportunities on the Colorado Academic Standards and educator effectiveness initiatives; launch pilot projects in higher education-based preparation and alternative preparation programs; and provide technical assistance focused on scaling up emerging best practices to support the alignment of all preparation programs to the new expectations outlined in S.B. 10-191 by 2015.

The March webinars will be moderated by Project Manager Jenny Arzberger and held from noon to 1 p.m.:

• March 17: Promoting ICAP success, featuring Carol Carter, president, and Maureen Breeze lead trainer, LifeBound.
• March 24: Colorado READ Act, featuring Dian Prestwich, assistant director of the Office of Literacy, and Donna Bright, principal consultant, both with CDE
• March 31: Promoting Professional Skills and Habits of Mind, featuring Carol Carter, president, LifeBound.

Save the Date for the Exceptional Student Services/Grants Fiscal Joint Training on May 2

Exceptional Student Services and the Office of Grants Fiscal are presenting a joint training intended for directors of special education, business managers and federal application and budget contacts to provide technical assistance on special education financial processes.

The training is Friday, May 2 from 9:30 a.m. - 3 p.m. at the DoubleTree Hotel - Stapleton North, 4040 Quebec, in Denver. Registration opens Monday, March 17.

Register for the Specific Learning Disabilities: Eligibility Criteria and Identification Process Online Course

The focus of this four-week, online class is the effective and appropriate implementation of the eligibility criteria and identification process related to the determination of a specific learning disability. Administrators, special educators, team leaders and school psychologists are encouraged to attend.

The class is Monday, April 7 through Sunday, May 4. The deadline to register is Monday, March 31. The class flyer, course syllabus and registration information are posted at the link below.

Register for the Consolidated Application Training and Work Session

This is a collaborative training and work session with opportunities to begin development of the local education agencies No Child Left Behind consolidated application, encompassing the online platform and strategy-based budget. District/BOCES Elementary and Secondary Education Act program and fiscal personnel are encouraged to attend.

Session times vary by location. Training presentations and interactive, collaborative work-sessions include additional time for district/BOCES personnel to receive technical assistance from CDE ESEA program and fiscal consultants available for additional time (varies by location) to provide technical assistance.

Read the Community Eligibility Provision Letter

The U.S. Department of Education and U.S. Department of Agriculture issued a joint letter that provides an overview the new Community Eligibility Provision for school meal programs. This new provision will be offered beginning in the 2014-2015 school year to districts and schools that are eligible based on their percent of free students that qualify with means other than applications. Successful implementation will require support not only from school nutrition personnel, but from teachers, principals and administrators. The letter is available at the link below.

Watch for a Letter from the Secretary of Education to Superintendents About the Free Application for Federal Student Aid

Superintendents across Colorado will soon receive a letter from the U.S. Secretary of Education, Arne Duncan. This letter highlights the national priority and significance of completion of the free application for federal student aid by high school seniors in connection with enrollment in education beyond high school.

Colorado offers a FAFSA portal for districts that is updated weekly by high school outlining the percentage of high school seniors completing a FAFSA. To view the portal, visit http://highered.colorado.gov/fafsa/.

A study from the U.S. Department of Education showed that 90 percent of high school seniors who complete a FAFSA during the spring of their senior year, enroll in college within 12 months. Your district can also sign a data agreement with the Colorado Dept of Higher Education.
