Submit Your Annual Four-Day School Week Application

It’s that time again, school districts operating a four-day school week (less than 160 scheduled days per school year) are required to submit a request for approval.

In order to be considered for 2013-2014, please complete the application via the Automated Data Exchange (ADE) by May 10. Districts requesting approval are not obligated to follow their proposed calendar if their local planning is not finalized (if you are having difficulty meeting the deadline, please contact Jhon Penn at penn_j@cde.state.co.us).

If you do not know who in your district is responsible for updating the ADE Directory go to: https://cdeapps.cde.state.co.us/respondents.htm#directory. The district directory respondent has a user id and password to enter the ADE Directory and fill out the application.

Please note that CDE is bringing greater scrutiny to those districts Accredited with Priority Improvement Plan or Accredited with Turnaround Plan and are submitting a district-wide application for all schools within the district. The executive director of field services and deputy commissioner must recommend approval of the application before it is forwarded to the commissioner for consideration. CDE will review the use and prioritization of instructional time.

In addition to submitting the four-day application through ADE, superintendents whose districts are applying for a four-day week and that fall in the two accreditation categories above need to submit the following additional information separately to Jhon Penn at penn_j@cde.state.co.us:

• A copy of their respective school calendars
• Building class schedules, assembly schedules, bell schedule including lunch time interval
• Professional development calendar

Submit All Unified Improvement Plans by April 15

This is a reminder that all district-level and school-level UIPs must be submitted to CDE by Monday, April 15 for public posting to SchoolView. Plans should be submitted using the current 2012-13 UIP template and are to be submitted through the "UIP Spring Cycle" instrument in Tracker. Details and resources for submitting UIPs are available on the UIP webpage at the link below.

TELL Survey Results Available on Thursday, April 11

TELL Colorado survey results will be available to the 112 districts and 1,083 schools that met participation thresholds by the end of the week. Access information for the embargoed data will be emailed to superintendents and accountability contacts so staff have time to dig into their own data. They can then share the access information with district staff and principals in schools that met the 50 percent threshold.

Data will be released publicly at the end of the week of April 22. To ensure that more districts have access to data but ensure participant confidentiality, districts that hit the 40 percent participation mark (and at least 20 participants) will also have access to their data. That data will also be released publicly at the end of the week of April 22.

CDE and the New Teacher Center are offering a webinar on Thursday, April 18 from 3:30 to 5 p.m. to help schools and districts unpack the response data. The presentation will provide a basic overview on how to access, interpret and use the data. Read About the 2012-13 Online Teacher and Counselor Recognition Recipients

The Division of Innovation and Choice along with the Office of Online & Blended Learning would like to recognize and congratulate the following online educators for the 2012-2013 school year: Christine Hagge a counselor at PSD Global Academy and Rochelle Kolhouse, a teacher at Falcon Virtual Academy.

Both of these individuals demonstrated strong evidence of the impact they had on student achievement and growth. They truly go above and beyond in their work to make data-driven decisions and to customize the learning experience for each student. CDE will recognize their accomplishments at the State Board of Education meeting in May.

Thank you to all of the applicants that were considered for this award. The impact and value you have on your school, colleagues and students is apparent and appreciated.

Submit Your 2012-2013 READ Act Data

The 2012-2013 READ Act data collection is open through Monday, July 1. The data will be collected through the Automated Data Exchange system. Due to the repeal of the Colorado Basic Literacy Act, the collection will include new data elements. Districts must report READ Act data in order to receive per-pupil funds for students identified as having a significant reading deficiency. New respondents must submit a respondent form to the Office of Literacy in order to receive user passwords. Information related to the collection may be found through the link provided.

Attend a 2013 Data Pipeline Training Webinar

CDE is hosting two additional opportunities to learn about the Data Pipeline for those who were unable to attend the recent regional trainings. The department would like to ensure that 100 percent of districts, BOCES and administrative units receive this important information. Data Pipeline is the new data collection system that will replace the automated data exchange beginning in the 2013-14 school year. It is a new way of thinking about data provision and will require process changes. The content is the same for both webinars.

View the New Exceptional Children’s Education Act Disability Categories

House Bill 11-1277 amended the ECEA to align Colorado’s eligibility categories with corresponding federal terms and requirements and/or terminology used in the field. The legislation was passed in May 2011. The State Board of Education adopted the definition changes into ECEA rules on September 12, 2012. The new disability category and eligibility language went into effect on October 30, 2012. The disability category and eligibility language specific to "Child with Developmental Delay" involved separate legislation and went into effect on March 2, 2013. At this time, each Colorado administrative unit can begin the process of adopting the revised definitions. The new eligibility categories, definitions and criteria must be adopted in full by July 1, 2016.

A series of training documents have been designed to support Colorado administrative units in their work to adopt the new eligibility categories, definitions, and criteria. These documents have been posted to the webpage below.

Attend the Colorado Special Education Advisory Committee Meeting

CSEAC is a state-level committee mandated by federal and state law. Members are interested in the quality of education received by children/youth with disabilities. The committee includes parents of and individuals with disabilities, educational service providers, administrators and representatives from a variety of related agencies. Participation is statewide and representative of diverse disabilities.

The meeting is scheduled for Wednesday, April 17 at Lowry Conference Center, 1061 Akron Way, Building 697 in Denver.

Attend a Pilot Testing the Title I Interchange for the Data Pipeline Webinar

Districts with at least one Targeted Assisted Title I school are invited to attend a webinar around submitting TA Title I information through the Title I data interchange, part of the new data pipeline. These data concern the numbers of TA Title I students by grade and academic services received, which CDE collects for the Consolidated State Performance Report required by the U.S. Dept. of Education.

The Title I Data Interchange is slated for pilot phase two from April 22 - May 3. To participate in this pilot, fill out the pilot form available through the link below and email it to datapipeline.support@cde.state.co.us. Numerous webinars and conference calls are scheduled for this two-week pilot period. The call-in number for all webinars and conference calls is 1-866-684-8605. Webinars will be held the first week of the pilot and follow-up conference calls will be held at noon every day from April 29 - May 3.

Online registration for the Growing Together Show is now open. The Colorado Legacy Foundation, in partnership with Fort Lewis College, CDE and the San Juan BOCES, are excited to bring together school districts to build a network of support around the implementation of standards, assessments and evaluation.

Are You Interested in Participating in a Live Stream Program with Justice Sonia Sotomayor?

CDE is reaching out to schools and classrooms in the state to see if some of you would like to participate in a program via live stream with Justice Sotomayor in May to help with the public dedication of the new Colorado Justice Building. The event takes place the morning of Thursday, May 2 and is available for students in grades four through 10.

The program with Justice Sotomayor will run from approximately 9-9:30, and conclude with the showing of the Rule of Law video that plays in the Civics Learning Center in the new judicial building. There will also be curriculum ideas that teachers and educators can use to provide context to the program and in accordance with Colorado’s state social studies educational standards.

CDE is hosting a series of five regional meetings designed to support kindergarten teachers, elementary principals, preschool program director, and district leaders with implementation of the school readiness provisions of S.B. 08-212, Colorado's Achievement Plan for Kids.

Submit Your Request for Proposal to Facilitate the Colorado Environmental Education Leadership Council

CDE, in conjunction with the Department of Natural Resources, has released an RFP for organizations interested in the development and management of the Colorado Environmental Education Leadership Council. The council will serve as an advisory council to both agencies to support the implementation of the Colorado Environmental Education Plan. The council will be responsible for carrying out the mission, goals and strategies of the Colorado Environmental Education Plan. RFPs must be submitted no later than 4 p.m. on May 3.

Read About the Department's Position on the Next Generation Science Standards

On April 9, the final version of the Next Generation Science Standards (NGSS) was released. The NGSS development was separate from the development of the Common Core State Standards. The NGSS process has been managed by Achieve and led by three primary partners: the National Research Council, the National Science Teachers Association, and the American Association for the Advancement of Science, and Achieve.

As districts are in the midst of implementing the state’s science standards, the department plans to follow a thoughtful and sequenced approach to reviewing the Next Generation Science Standards. The department wants to appropriately balance the need to let districts implement the Colorado Academic Standards in science with the interest from practitioners in reviewing and considering possible merits of the NGSS. The department plans to engage science specialists to review the NGSS and prepare a cross-walk to the Colorado science standards. The cross-walk will be used to discuss with district leaders and science practitioners the similarities, differences, strengths, and weaknesses of the two sets of standards. Based on these discussions, the department will identify appropriate next steps.

Any proposed changes to the standards would be recommended only after receiving significant support and feedback from the practitioners and with an ample timeline for implementation. Changes to the state’s standards would require action by the Colorado State Board of Education.

Attend the State of Colorado Information Sharing Summits

Colorado's Children and Youth Information Sharing Initiative is gearing up for regional summits to be held this spring/summer. CCYIS develops strategies for sharing information to optimize services available and delivered to children, youth and families in Colorado. These summits will be an opportunity to unveil the new standardized Authorization -Consent to Release Information form. The consent form is a Colorado state form that is used to obtain permission to share sensitive data with other agencies.

Regional summits will be from 9 a.m. – 5 p.m. (lunch will be provided) and are planned for the following dates and locations:
• April 19 - Grand Junction (Two Rivers)
• April 26 - Jefferson County (Fairgrounds)
• May 15 - Greeley (Island Grove)
• June 14 - Adams County (Adams 12 School District)
