UIP Training Registration closes April 20

In May, the Colorado Department of Education will offer two new learning opportunities for district leaders to support Unified Improvement Planning as districts prepare for the 2012-13 school year. Registration is currently available for all sites, but will be closed when capacity is reached.

Update your UIP Toolkit!
This session will give district leaders an opportunity to learn about changes to the District and School Performance Framework reports and the Unified Improvement Planning template for the coming school year and access new and updated resources.

Diving into the New Data (for improvement planning and continuous improvement)

Reminder to Submit All Unified Improvement Plans by April 16

This is a reminder that the deadline to submit Unified Improvement Plans to CDE is Monday, April 16. Plans due to CDE by this date are summarized below:

By Monday, April 16, all districts and schools, regardless of plan type, will need to submit district level and school level plans to CDE for public posting on SchoolView.org. All improvement plans should be submitted using the current 2011-12 Unified Improvement Planning (UIP) Template. All district and school plans must be submitted via the Tracker system in the April "UIP for SchoolView - April" Instrument. The plans submitted through this instrument are the plans that will be posted publicly on SchoolView.org.

Details and resources for April UIP submissions, including naming conventions for UIP files, creating PDF versions of your UIP documents, a video demonstration of the submission process and instructional handbooks for submitting through Tracker are available on the UIP submissions website at the link below.

BEST Program Webinar on Furniture, Fixture and Equipment on April 19

The Furniture, Fixture and Equipment webinar will cover what costs can be considered and paid for within a district’s BEST grant, including owner’s contingency.
This webinar will be a review and discussion of draft guidelines developed by Division staff pertaining to FF&E. The final guidelines are meant to provide guidance when districts and their consultants are determining what items can be considered that may not have been directly identified in a grant application. This webinar is intended for superintendents, other district staff that might be engaged in the development of a districts’ BEST grant and all consultants that are engaged with a district during the grant process and once a district has a grant and the project team has been identified.

Automated Data Exchange is Now the Data Pipeline

As CDE moves to reduce the data burden placed on districts, the Automated Data Exchange (ADE) system was targeted for replacement. As part of the replacement, CDE is now renaming ADE to Data Pipeline.

There are several goals of this project. They are to:
1. Move from a program-centric collection system to a student-centric collection system
2. Reduce data demands placed on districts
3. Capture more real-time information
4. Districts will be able to share data related to student transfers

As this project progresses, regular communications will be in the Scoop as well as on the website, which is currently under construction.

CDE Combining Data Collections - UPDATE

In February and March, CDE met with numerous districts to discuss the possibility of combining the Student October, Human Resources and Special Education December Count data collections in an effort to reduce the data burden on local education agencies.

As expected, this sounded good in theory and, although the administrative units we met with were supportive of CDE reducing the data burden on LEAs, there were numerous hurdles that would need to be addressed. Coupled with the fact that the Automated Data Exchange (ADE) system is being replaced with the Data Pipeline and CDE is using this opportunity to restructure our data collections, we thought it best to postpone any further discussion on merging collections at this time.

We would like to thank everyone who participated in the focus groups. They were filled with very rich discussions.

Standard Course Codes Approved for Statewide Implementation - Correction

Last week the SCOOP contained an incorrect date regarding the Teacher/Student Data Link. The correct date should read September 2013.

By May 2013, CDE requires all districts to have their course codes mapped to the State Course Codes in preparation to the Teacher/Student Data Link data collection in September 2013.

End of Year Collection Timeline

The Student End of Year data collection for the 2011-12 school year will open on Thursday, May 17. To ensure the successful and timely completion of this collection by all districts and BOCES the following milestones and deadlines have been implemented:

• May 17– EOY 2011-12 opens for data submission

• June 5 – All districts should submit at least one complete set of EOY files and pass preliminary edit checks.

• June 19 – Pass first level edit checks.

• August 16- All districts should obtain 2nd level edits

• September 14 – All districts must approve initial Data Summary Reports (Data Submission Phase closes). This deadline is mandated under Colorado Administrative Rules.

• October 1 through October 22 – Post Collection Phase A (reclaiming dropouts from prior collection years).

– If applicable, districts will be asked to participate in the Mini-Phase A post collection concerning transfers to facilities.

• October 29 through December 7 – Post Collection Phase B (verifying transfers and dropouts within Colorado)

– If applicable, districts will be asked to participate in the Mini-Phase B post collection concerning transfers to facilities.

• December 14 – Superintendents must approve final Data Summary Reports (collection closes)

• Mid-January 2013 – Official/final data and rates posted on the CDE website and released to the public.

The Student End of Year report is a large and complex data collection effort. Each district should plan to dedicate significant staff hours to complete the report over the eight month collection period. In order to be successful, district staff assigned to the EOY collection should have the ability to focus a substantial amount of time to the collection - particularly during peak periods of activity the last two weeks of May, early June, late August, and early September.

Least Restrictive Environments and Free Appropriate Public Education for Preschool Children with Disabilities

Colorado recently received a letter from Melody Musgrove, director of the Office of Special Education Services, regarding Least Restrictive Environments and Free Appropriate Public Education requirements for preschool children with disabilities.

The letter reiterates the importance of adhering to the Individuals with Disabilities Education Act (IDEA) requirements when making placement and service delivery decisions for preschool age children with disabilities. Next Meeting of the Colorado Special Education Advisory Committee is April 18

The next meeting of the Colorado Special Education Advisory Committee is Wednesday, April 18, at the Lowry Conference Center, 1061 Akron Way, Building 697 in Denver.

CSEAC is a state-level committee mandated by federal and state law. Members are interested in the quality of education received by children/youth with disabilities. The committee includes parents of and individuals with disabilities, educational service providers, administrators and representatives from a variety of related agencies. Participation is statewide and representative of diverse disabilities.

2012-2013 Consolidated Application Preparation

It is time for districts/BOCES to begin preparing for the Consolidated Federal Programs Application. Each spring, CDE receives preliminary allocations notification for Colorado School Districts from the U.S. Department of Education for No Child Left Behind formula grants. As of this announcement, the USDOE has not released allocations and CDE does not know when they will be available. However, districts should be engaging in numerous activities in anticipation of the Application. A checklist of suggested activities is posted on the CDE website: http://www.cde.state.co.us/FedPrograms/consapp/index.asp.

Once preliminary allocations are received, the Grants Fiscal Management Team within the Public School Finance Unit will calculate allocations for individual local education agencies. At that time, CDE will open the 2012-2013 Consolidated Application. Preliminary allocations are subject to change and will change with the final allocation numbers that are provided by the USDE later this spring.

Federal Programs will begin the 2012-2013 application year by hosting webinars that outline the process and changes to the application. General session webinars are scheduled for April 18 and 19. Subsequently, each Title program will host individual webinar sessions that are focused on the required elements for that program. All sessions will be recorded and posted to the Consolidated Application website for later viewing.

As outlined in Colorado’s approved ESEA Flexibility waiver, districts with the accreditation status of Priority Improvement and Turnaround face increased scrutiny and reduced program autonomy and flexibility with the use of ESEA funds. Districts and schools with the accreditation status of Priority Improvement and Turnaround will be offered additional assistance in the completion of the Consolidated Application. Districts will receive a separate notification of when and how the additional assistance will be provided.

Title IID, IV, and V will not receive an allocation for the 2012-2013 funding year. However, some districts will have the ability to REAP-flex funds for activities allowed within these programs. If a district would like to take advantage of this opportunity, email consolidatedapplications@cde.state.co.us and CDE staff will provide targeted training.

Pest Tip of the Month: Bats are back

Bats are back and returning to roosts in Front Range schools. Bats are a valuable component of our environment and consume thousands of insect pests of gardens, crops and forests. All 18 species of bats in the state are classified by the Colorado Division of Wildlife as non-game mammals are protected by law.

School sites which regularly encounter bats on the premises should have an ongoing student/staff/faculty education program to reduce potential for contact. Contact the local health department if a person or pet has had direct contact with a bat.

Save the Date for the CDE Summer Symposium

The Colorado Department of Education is pleased to announce the 2012 CDE Summer Symposia, a series of three learning opportunities for district leaders across the state. These symposia will focus on leveraging Colorado's educational reform initiatives to achieve breakthrough results for students. The intent of the symposia is to create collaboration between and among districts and CDE in order to develop a coherent vision around Colorado's reform efforts. District leadership teams are encouraged to save the date to attend one of the locations.

Dates and locations are as follows:
Monday and Tuesday, June 4-5 in La Junta
Monday and Tuesday, June 11-12 in Grand Junction
Tuesday and Wednesday, June 19-20 in the Denver metro area

More information will be forthcoming in the Scoop about registration, agenda and guidance regarding intended district audience. Registration will be capped at 200-300 participants depending on location.

Scholarships Available for Teachers Seeking National Board Certification

A new round of scholarships is available to support teachers applying for National Board Certification with the National Board of Professional Teaching Standards.

Colorado teachers can apply for one of 100 federal scholarships worth $1,250 provided by the U.S. Department of Education. Colorado does not have funds for matching state scholarships, but will reassign all funds remaining from former candidates who have dropped out. These funds will provide a $250 state scholarship to the first 84 candidates to apply. Candidates who apply after the funds are exhausted will be placed on a waiting list for state funds. The scholarship window is open through Dec. 1, 2012, or until funds are no longer available.

National Arts Education Study Results Released

On April 2, the National Center for Education Statistics, part of the U.S. Department’s Institute of Education Sciences, issued findings from the first nationwide arts survey in a decade, documenting the state of arts education in U.S. public schools.

Survey will Identify Illegal Stop Arm Violators

The National Association of State Directors of Pupil Transportation Services in conjunction with CDE's Transportation Unit would like to encourage all school districts to participate in a national survey April 18 to identify illegal stop arm passers. As you are aware, our students are most vulnerable outside the bus. The illegal passing of a school bus that is actively loading/unloading students risks the lives of our students on a daily basis. Information regarding the survey has been sent to district transportation departments.
