2012-13 School Change Deadlines

Requests for new school codes, school closures, name changes and grade changes for the 2012-13 school year are due to CDE by June 30. This information is crucial to ensure accurate Title IA funding, NCLB ESEA waiver implementation, on-time and accurate release of the School Performance Frameworks and earlier dissemination of the pre-populated Unified Improvement Plans. Additionally, having a final 2012-13 school list earlier will allow for better reporting in SchoolView and access to grade specific assessment materials.

To submit school changes, please follow the directions available here: https://cdeapps.cde.state.co.us/ade_news.htm#definition. If you need any assistance, please contact Dennis St.Hilaire.

Indicator 8 Parent Survey

Under Part B of the Individuals with Disabilities Education Act (IDEA), Colorado is required to develop a State Performance Plan that evaluates the state's efforts to implement the requirements and purposes of IDEA Part B and how the state will improve its implementation. The State Performance Plan contains measurable and rigorous targets in 20 indicators that were established by the U.S. Department of Education. Colorado uses a parent survey to measure Indicator 8: Parent Involvement.

The following Colorado administrative units, comprised of districts and boards of cooperative (educational) services, will participate in this year’s parent survey for Indicator 8: Adams 50, Westminster; Arapahoe 5, Cherry Creek; Arapahoe 6, Littleton; Boulder RE-1J, St. Vrain; Denver 1; Douglas RE-1; El Paso 2, Harrison; El Paso 12, Cheyenne Mountain; Jefferson R-1; Larimer R-2J, Loveland; Larimer R-3, Estes Park; Weld 5J, Johnstown-Milliken; Centennial BOCES; Northeast BOCES; Rio Blanco BOCES; Uncompahgre BOCS.

Thank you to all families who take the time to complete this survey. Your input helps us improve education and services for students with disabilities.

Colorado Model Autism and Significant Support Needs Programs 2012 -2013

Attn: Administrative Units located in the following regions: Southwest, Northeast, and West Central

We are excited to announce this opportunity for your administrative unit to partner with Colorado Department of Education in a collaborative project to develop quality programs for your students with Significant Support Needs.

This project, affiliated with an OSEP State Personnel Development Grant, will be a collaborative effort between the Exceptional Student Services Unit, the Support and Intervention Unit, Institutes of Higher Education, and Administrative Units from around the state. The AU staff, as well as the CDE significant support needs team, will use CDE’s Quality Indicators for Assessing Individualized Services for Students with Significant Support Needs to assess current programming, and identify areas to be targeted for improvement. The CDE team will assist by suggesting new evidence-based-interventions and strengthening existing strategies currently being used. This will be accomplished through instructional coaching, progress monitoring and team planning. Training and ongoing coaching will be individualized to meet the needs of the school.

There will be a maximum of one region selected for the 2012-13 school year.

2011 Healthy Kids Colorado Survey Results

In the fall 2011, a total of 1,523 students in 33 public high schools throughout Colorado completed the Healthy Kids Colorado Survey, which includes components of the Centers for Disease Control and Prevention’s Youth Risk Behavior Survey. The survey consists of questions related to health and risk behaviors in the following domains: physical activity and nutrition; unintentional injuries and violence; mental health; alcohol, tobacco and other drug use; school and family; and sexual health.

Results from this survey provide a snapshot of these issues among Colorado youth. Colorado achieved sufficient participation in 2011 from selected schools and students that data was able to be weighted and can be considered representative of students in Colorado in grades 9-12. Weighted data was also achieved in Colorado in 2009 and 2005.

The Colorado Department of Education will release initial fact sheets and overviews from the 2011 survey in April, Healthy Schools Month. A full report on the findings will be available in fall 2012 for both middle and high school.

News & Notes

Race to the Top Update

In mid-March, 161 local education agencies submitted their scopes of work to participate in the Race to the Top program. Those scopes of work have been reviewed by CDE and submitted to the U.S. Department of Education (USDOE) for final review and approval, expected in May. Upon approval, CDE will contact LEAs and BOCES with award letters with additional revisions recommended from the USDOE. Details about accessing funds will be included in the award letters.

CDE has hired a director and project manager for the Race to the Top Office. The Race to the Top Director is Tricia Miller, who previously worked at the American Institutes for Research where she directed multiple state and federally funded projects including the National Comprehensive Center for Teacher Quality. Tricia can be reached at (303) 866-5735 or via email at miller_t@cde.state.co.us. The Race to the Top Project Manager is Tiffany Deines. She most recently worked with OpenWorld Learning, an organization that provides after-school technology and leadership programs for 3rd-8th-grade students in Denver Public Schools. Tiffany can be reached at (303) 866-5723 or via email at deines_t@cde.state.co.us. You can also email the Race to the Top office ( RaceToTheTop@cde.state.co.us) with any questions.

Big Changes Coming to the GED Test

Big changes are coming to the GED (General Educational Development) test. The Colorado Department of Education and the American Council on Education are partnering with Pearson Vue, an acknowledged global leader in education and testing, to launch the new GED 21st Century Initiative in 2014.

Changes to the GED include:
• A new, more rigorous computer-based test Aligned with the Colorado Academic Standards
• Designed to ensure and measure career and college readiness
• Provide a transition to career and post secondary educational opportunities

The transition to the new GED test will begin in mid-2012 and will involve introducing the computer-based test format, offering computer based testing (as an option) at Pearson Vue test centers and providing test centers with information on how to become Pearson Vue sites

It is important to note that the current Computer-Based Test option is not the new GED test. The new GED test will not be available until 2014 at which point the GED test will be entirely computer-based. In the meantime, test centers may continue to use paper-based test, and some centers will choose to offer both paper-based and computer-based platforms throughout 2012 and 2013. Subsequently, examinees may complete paper and computer-based test sections to earn a GED certificate.

Updates on the GED program will be sent out quarterly. Please help us share this information with the field by posting the information to your organization’s website, blog, social media page, or by tweeting about the changes.
