Accountability for Alternative Education Campuses: Updated Forms and Upcoming Meetings

By July 2, if schools wish to be eligible for Alternative Education Campus (AEC) accountability, districts/authorizers must submit:
(1) the Application and Renewal Form for Designation as an AEC, and
(2) the Selection of Accountability Measures Form for AECs.

Both forms are required for schools seeking AEC designation for the first time and schools seeking renewal as an AEC. Forms, along with policy guidance and other supporting resources, have been updated and can be accessed at: http://www.cde.state.co.us/Accountability/StateAccountabilityAECs.asp.

The Department will host an AEC information and feedback session on Tuesday, May 29, from 9 a.m. to 10:30 a.m., in the CDE State Board Room at 201 E. Colfax Ave., Denver. The first half of the session will provide an overview of the AEC process, and the second half of the session will invite feedback for consideration in longer-term modifications to the AEC process. Unified Improvement Plans Now Posted on SchoolView

District and school Unified Improvement Plans are now posted on SchoolView.org. Access the plans by clicking the school performance link on SchoolView.org, then click the “Improvement Plan” link associated with the district/school selected.

As improvement planning is a continuous process and districts and schools continue to work on their plans throughout the year, the plans that are posted reflect a “point-in-time” submission.

Two Colorado Schools Recognized as National Schools of Character

The Character Education Partnership has named Eagle Rock School & Professional Development Center, Estes Park and Russell Middle School, Colorado Springs as 2012 National Schools of Character.

Each year, the Character Education Partnership selects schools and districts that demonstrate through a rigorous evaluation process that their focus on character development has had a positive impact on academic achievement, student behavior, and school climate. Selected schools are then expected to serve as models for other schools, helping them to achieve the same results. Eagle Rock and Russell are two of 24 schools and one school district being recognized nationwide in 2012.

Schools and districts from over 30 participating states are named State Schools of Character before advancing to the national level for review. Eagle Rock School & Professional Development Center and Russell have been previously recognized by the Colorado based Foundation for Character Development as Colorado Schools of Character. The FFCD is the local coordinating organization for the State and National Awards Program.

CEP will honor the 2012 National Schools of Character at the National Forum on Character Education, to be held November 1 – 3 in Washington, DC.

School Change Deadlines

Requests for new school codes, school closures, name changes and grade changes for the 2012-13 school year are due to CDE by June 30. This information is crucial to ensure accurate Title IA funding, NCLB ESEA waiver implementation, on-time and accurate release of the School Performance Frameworks and earlier dissemination of the pre-populated Unified Improvement Plans. Additionally, having a final 2012-13 school list earlier will allow for better reporting in SchoolView and access to grade specific assessment materials. 2012 Transition Leadership Institutes - Hold-the-Date

Based on participant feedback, the Secondary Services Team is making some changes to the annual Transition Leadership Institute this year. The Institute will be held in the Fall of 2012, and will be offered in two locations; Colorado Springs, September 20-21, 2012 and Grand Junction, September 24-25, 2012.

Designed to meet the unique needs of administrative unit transition teams representing large and small districts, BOCES; the AU Teams will participate in structured team planning time and a variety of breakout and networking sessions focused on secondary transition Indicators.

The director of epecial education/designee will select a transition team and a team leader to attend and will submit a team roster. This team should have the ability to design, implement, evaluate, and revise a plan of action within the AU during the next school year. Online registration will be open the 1st week of August. Individuals registering must be designated as a team member by the director/designee for their registration to be accepted.

Training on the Administration of the Autism Diagnostic Observation Schedule, 2nd Edition

In an effort to respond to ongoing requests from school districts a new training will be offered on the administration of the Autism Diagnostic Observation Schedule, 2nd Edition for assessment teams that intend to evaluate students for the educational identification of Autism Spectrum Disorders. This instrument continues to be regarded as one of the best assessments for the identification of autism when used in the context of a comprehensive evaluation. Due to the time commitment by the participants and trainer over the school year in completing all the requirements for certification, attendance is limited to eight teams. Teams from administrative units that have never attended a CDE ADOS training will be given first consideration.

The training will be held on September 28 & 29, 2012, February 8 & 9, 2013 and one day in the spring or early fall (all five days must be attended). For more information and an application please visit the link below.

Education Provider Resources - Submission Window Now Open

The Colorado Department of Education no longer maintains a list of approved education providers for specific grant programs. Instead, a centralized location is available on the CDE website for the field to view a description of services and contact information for educational service providers who have chosen to submit this information to CDE. Once a provider profile has been submitted (with all required information completed), the profile information will be made available on the CDE website for districts and schools to access.

Providers are listed in categories and submit information into a web-based form via the link below. The window to enter information is open through Friday, July 27. Providers will be displayed on the CDE website in August 2012. To access the Provider Information Form, please visit the link below.

Consolidated Application to Open June 1

CDE anticipates that the online Consolidated Application will open June 1. To access the Consolidate Application, go to: http://www.cde.state.co.us/FedPrograms/consapp/index.asp. Select “2012-2013 Online Consolidated Federal Programs Application.” District and BOCES entry codes remain the same as in previous years. If you do not have your entry code, contact Nicole Dake at dake_n@cde.state.co.us or 303-866-6872.

The Consolidated Application is due June 30. Districts and BOCES must log into the application and complete the Acceptance, Relinquishment, Assignment and Certification Form online. After completing and submitting this form online, the district/BOCES will be able to proceed directly to the data tables and narrative sections of the application. A signed and faxed authorization form is no longer needed to access the data tables and narrative sections of the application. BOCES will not be able to access the application until member districts have completed the electronic ARAC form.

District and BOCES Allocations and budget files are available on Grants Fiscal’s website at: http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm. A completed budget must be submitted by June 30 as part of the Consolidated Application.

On August 15, 2012, the Title I-A School Designation (Not Served- NS, Targeted Assistance program- TA, Schoolwide program-SW) table in the application will lock and districts will not be able to make any changes. CDE must provide the USDE with a list of Focus Schools by this date and therefore must know which schools are Title I schools. In addition, Title I-A school designations will be also be used to pre populate UIP templates, Student October collection, Comparability calculations and other reports to the US Department of Education.

Upcoming Training Opportunities on the New School Meal Patterns

Starting in school year 2012-13, schools participating in the USDA’s School Meal Programs are required to meet new nutrition standards for breakfast and lunch meals. The standards will be implemented gradually, over a multiple year period, giving school district staff and students time to adjust to the changes.

The new meal patterns are consistent with the USDA’s My Plate nutrition recommendations and serve as an academic support for students to learn and behave better. Students are provided nutrient-rich foods and beverages with the energy and nutrients necessary to grow, learn, and play.

Training Opportunities and Resources: The CDE Office of School Nutrition team is committed to assisting schools in meeting these USDA requirements through on-going training and technical assistance. While we are confident that many Colorado schools are close to or already meeting the Healthy, Hunger-Free Kids Act standards, we are ready to help schools as needed.

Expanded Learning Opportunities Strategic Plan

The Colorado Department of Education and Colorado Legacy Foundation are teaming up to develop a vision and strategic plan for Expanded Learning Opportunities in the state. The strategic plan can be found at the link below.

Expanded Learning Opportunities are innovative teaching and learning platforms designed to ignite the unique potential of every student through the creation and delivery of dramatically personalized learning experiences. The plan lays out five-year goals and identifies key strategies and activities thatwill be the focus in coming years. CDE hopes you are able to see where your district and/or school(s) align with this vision.

Work will begin this summer and next steps shared in coming weeks. In addition to continuing to run the Schools of Choice Unit, Gretchen Morgan will work closely with Amy Anderson, Assistant Commissioner of Innovation and Choice, in her new role as Executive Director of Innovation & Choice to implement the plan. The Unit will also post a new position soon for an ELO coordinator.

Colorado Basic Literacy Act (CBLA): Rulemaking Hearing Cancellation

Please note that the rulemaking hearing previously scheduled for June 13, to review the proposed changes to the State Board rules for the Colorado Basic Literacy Act has been canceled. The Colorado Basic Literacy Act has been repealed as of July 1, 2012 due to the passing of House Bill 12-1238, the Colorado READ Act. Please continue to check the CBLA website for news and updates related to the Colorado READ Act. You can find a copy of House Bill 12-1238 on the CBLA website.

2012 CDE Summer Symposia Registration Now Open!

The 2012 CDE Summer Symposia, a two day learning opportunity facilitated by CDE, will assist schools and districts in unifying their work around Colorado's reform agenda.

Participants will:
. Gain knowledge related to the reform initiatives, including requirements, timelines, and resources;
. Increase understanding of the interdependent nature of the reform initiatives; and
. Expand capacity to plan and accomplish an integrated and effective approach to implementation of the reform initiatives.

Target Group: District leadership teams, comprised of district, school, classroom representatives, and grant project managers who are responsible for implementation. The intent is to enhance the capacity of all schools and districts to implement these important initiatives.

Race to the Top


Race to the Top Scope of Work Approved

CDE is happy to announce that the U.S. Department of Education has approved Colorado’s Race to the Top scope of work, giving CDE access to the full grant funds of $17.9 million, 50 percent of which will go directly to the 161 participating local education agencies.

Official subaward letters will be sent to the superintendents of the participating districts within the next week with copies going to the Race to the Top designated contacts for each district. These letters will include the funds available by grant year, the terms and conditions of participation, and information about how to access these funds.

CDE is pleased to announce that 2012-2013 NCLB allocations will be posted today, Wednesday May 23, on our website at: http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm.
We appreciate your patience and understanding while CDE configured allocations.

You may be hearing about possible funding reductions – sequestration - due to Congressional impasse on budgeting and spending cuts. Additional communication will be forthcoming outlining various scenarios. In the meantime, the allocations posted are the figures you should use when creating your NCLB application and budget.

The FY12-13 IDEA Part B and Preschool Allocations and Supplement amounts have been posted to the CDE website. Amounts have now been entered in the web-based Federal application system and are opened for 2012-2013 budgets. The due date for budgets is June 29. Applications Now Being Accepted for CTE Cohort of the Colorado Content Collaboratives

CDE is in the process of establishing a voluntary resource bank of measures/assessments which could be used with educator effectiveness evaluations in 2013. The Colorado Community College System Office of Career & Technical Education is partnering with the CDE to populate the CTE section of the resource bank.

The process has begun with research of existing assessments. Assessments brought for consideration can be pulled from states, districts, vendors and other countries. All assessments evaluated will be brought to cluster specific committee’s composed of CTE instructors for review and recommendation on inclusion in the resource bank for that area.

We ask that you consider participating in this important process as a member of the CTE Cohort to help establish CTE student assessment resources that can be used with educator effectiveness evaluations. Participation would involve a series of four, two-day meetings beginning July 23 & 24 in the Denver Metro area. CCCS will cover all travel expenses and reimburse for substitutes as necessary.

District Level Standards Implementation Survey

Input is needed to guide CDE’s action plan supporting standards implementation from all Colorado school districts. As you know, the transition to the Colorado Academic and English Language Proficiency Standards is incredibly challenging work. District feedback is essential for helping CDE identify the best ways we can support districts, schools and educators.

To gather this feedback, we are requesting that one designee from each district take some time to complete an anonymous and voluntary survey, the results of which will greatly assist CDE in:
• Evaluating our support tools and outreach related to the implementation of standards since adoption;
• Gaining a deeper understanding of our targeted audiences based on level of awareness, progress through transition, and/or degree of implementation of the new Colorado Standards to allow for differentiated outreach opportunities;
• Providing needs assessments linked to district (implementation progress), size and geographic location to inform the priorities of the Office of Standards and Instructional Support; and
• Identifying the most valuable, effective, feasible options for CDE to provide support for standards implementation and the transformation of teaching and learning.

The survey window is May 9 - June 8, 2012.

Creating the Conditions for Success: A Case Study of Three Thompson Schools’ RtI & PBIS Frameworks

The RtI & PBIS Office at the Colorado Department of Education recently published Creating the Conditions for Success: A Case Study of Three Thompson Schools’ RtI & PBIS Frameworks. The purpose of this study was to look at how the needs of students with disabilities are being addressed within the RtI and PBIS framework and specifically to examine the root causes that support the conditions for success. Thompson School District staff was invited to participate in this study because of their leadership in implementing RtI and PBIS and their willingness to work to understand how the conditions for success originated and persist across time.
