Learn About English Language Proficiency Growth and Accountability

Colorado transitioned from the CELApro English language proficiency assessment to the ACCESS for ELLs assessment in 2012-13. Transitioning between assessments raises questions about measuring growth between the two different measures.

After a thorough data analysis, discussions with the Technical Advisory Panel for Longitudinal Growth, district representatives and assessment and English language acquisition experts at the department, CDE has determined that the Median Growth Percentiles can be used for improvement planning and in the School and District Performance Frameworks for 2012-13 accountability decisions. Through the request to reconsider process, districts will be allowed to request removing the two point sub-indicator for English language proficiency growth if complications occurred due to the administration of the new ACCESS assessment in 2013.

Submit Your Alternative Education Campus Submission Forms by July 1

Districts interested in applying on behalf of their schools for Alternative Education Campus designation for the 2013-14 school year may download an updated application and renewal for designation as an alternative education campus. Also available for AECs is an updated selection of accountability measures for alternative education campuses form for AECs to use towards their 2012-13 school year AEC School Performance Framework.

By July 1, all schools seeking designation or renewal as an AEC will need to submit both forms, with their district or authorizer's approval, verifying that the school meets or continues to meet eligibility criteria and indicating any optional supplemental accountability measures, metrics, and cut-points they are requesting to be used in their AEC School Performance Framework report.

Schools may visit the AEC Accountability webpage for updated forms.

Submit Your 2012-2013 READ Act Data

The 2012-2013 READ Act data collection is open through Monday, July 1. The data will be collected through the Automated Data Exchange system. Due to the repeal of the Colorado Basic Literacy Act, the collection will include new data elements.

Districts must report READ Act data in order to received per-pupil funds for students identified as having a significant reading deficiency. New respondents must submit a respondent form to the Office of Literacy in order to receive user passwords. Information related to the collection may be found through the link provided.

Submit Your Safety Accreditation Report by June 28

The annual district Safety Accreditation Report can be completed as part of the Safety and Discipline Indicators annual automated data exchange collection at the link below. The report has been modified from the previous year to reflect changes in legislation.

Educator Effectiveness & Licensing


Our Educator Licensure Office is on the Move!

In order to better serve you, CDE’s Office of Professional Services and Educator Licensure will move locations in July. This will bring many benefits, including:
• A location where all office staff are in one building
• Easier access
• Ample parking
• Alleviates space issues at current location

The office will open in its new location at 6000 E. Evans Ave., Building #2, Suite 100, Denver, CO 80222, on Friday, July 5. The office phone number will remain the same at 303-866-6628.

To accommodate the move, the office will be closed Monday – Thursday, July 1-4
and services will be suspended during this time.

Attend the CASE Supervision and Evaluation Series

CASE's Supervision and Evaluation Series begins July 22-23 at Beaver Run Resort in Breckenridge, with a second-part follow-up October 25-26 in Denver.

This 4-day seminar series is for participants who are fulfilling the administrative licensure requirement, practicing administrators desiring to update their understanding of evaluation of educator effectiveness and educators without an administrative license who may be identified as “designees” under S.B. 191. Learn about effective staff and teacher evaluation methods in the context of standards-based practice.

Attend the Public Input Meeting on Draft Rules for the Evaluation of Specialize Service Professionals

Using recommendation from the State Council for Educator Effectiveness, CDE is drafting rules for the evaluation of licensed education professionals other than teachers and administrators. These “specialized service professionals” include personnel who provide support to teachers and students in areas that involve student physical, emotional, and social health and well-being.

In order to provide multiple opportunities for the public to provide input on these draft rules, CDE is holding a second public meeting to discuss the rules on Thursday, June 27 from 12 to 1 p.m. in the state board room at 201 E. Colfax Ave. Members of the public will have further opportunities to provide input on the rules through the formal rulemaking process, including a public hearing before the state board. The rulemaking process is expected to take place this fall.

Provide Comment on 1003g Cohort 1 Waiver

CDE requests your comments regarding an opportunity to apply for a waiver for Tiered Intervention Grant (1003g) Cohort 1 schools for an additional year to obligate funds.

CDE intends to submit an amendment to Colorado’s Fiscal Year 2009 School Improvement Grants Application to extend the waiver previously granted under section 421(b) of the General Education Provisions Act, to extend the period of availability of the fiscal year 2009 School Improvement Grant funds awarded under Section 1003(g) of the Elementary and Secondary Education Act of 1965, as amended, until September 30, 2014.

This request to extend the waiver permits CDE, in accordance with criteria CDE develops, to identify and allow local educational agencies with Cohort 1 SIG schools additional time to expend remaining FY 2009 SIG funds in those schools. This waiver, if approved, extends the period of availability of FY 2009 funds awarded to local educational agencies for Cohort 1 Tier I or Tier II schools until Sept. 30, 2014.
