Reminder: AEC Application/Renewal Form and Selection of Measures Form due July 2

The deadline is Monday, July 2 for schools seeking first-time designation or renewal as an Alternative Education Campus. Districts must submit two documents for each applying school: (1) the Application and Renewal Form for Designation as an AEC and (2) the Selection of Accountability Measures Form for AECs.

Both forms should be submitted to Liz Lenz in two ways: (1) as saved Excel documents e-mailed to lenz_e@cde.state.co.us, and (2) as scanned PDFs with signatures e-mailed to lenz_e@cde.state.co.us or faxed to 303-866-6874.

Updated forms and resources such as policy guidance, calculation guidance, and a recording of the June 6 informational webinar, are available at the link below.

UIP Trainings and Peer Review Opportunities in the Fall

This fall, CDE is offering a series of full-day training sessions in Pueblo and Loveland. In partnership with the Center for Transforming Learning and Teaching, the trainings will cover the following components of the improvement planning process: Data Narrative I (Notable Trends and Prioritized Performance Challenges), Data Narrative II (Root Cause Analysis), Action Planning, and Progress Monitoring & Incorporating CDE Feedback.

CDE is also offering a series of structured support and peer reviews of school and district level Unified Improvement Plans in Pueblo, Glenwood, and the North Metro area. The half-day review sessions provide an opportunity for peers to give feedback about their plans prior to UIP submissions for CDE review or public posting. CDE staff familiar with the process will be available at these sessions to offer feedback and answer any specific questions.

2012-13 Unified Improvement Plan Templates Available Now

The 2012-13 district and school level improvement planning templates and addenda forms have been finalized and are now available on the UIP Templates webpage. All districts and schools, including new schools, are expected to use the current CDE templates.

Draft versions of the Quality Criteria and Handbook are available on the General Resources webpage: http://www.cde.state.co.us/uip/UIP_TrainingAndSupport_Resources.asp. CDE will continue to update additional resources throughout the summer, including the online tutorial and annotated UIP examples, to support improvement planning efforts.

Assignment of Educational Surrogate Parents

The new 2012-2013 EDAC approved ‘Assignment of an Educational Surrogate Parent’ form is located on the Exceptional Student Services website at the link below. This form must be used for all ESP assignments. Additionally, CDE has created an ESP Fast Facts regarding Educational Surrogate Parents. The ECEA Rules applicable to Educational Surrogate Parents can also be found on the website. Please review the Rules, memos, and the form for procedures related to contact with CDE, the ESP Registry and assignments of ESPs. ECEA Rules at 1 CCR 301-8, 2220-R-6.02(8).

Federal Programs


NCLB Consolidated Application Due June 30

Thank you to the districts and BOCES that have already submitted the NCLB Consolidated Federal Program Application. This is a reminder that all LEAs must submit the Consolidated Application and Budget to CDE by June 30. In addition to the application and budget, signed Approval and Transmittal forms must be received on by June 30 before substantial approval can be granted.

The Consolidated Application is now available online at the link below. Preliminary allocations and budget files are available at: http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm.

On August 15, 2012, the Title I-A School Designation (Not Served- NS, Targeted Assistance program- TA, Schoolwide program-SW) table in the application will lock and districts will not be able to make any changes. This is an earlier date than first announced but is necessary in order to comply with the waiver the state was granted by the USDE.

IDEA Reminders and Information

IDEA Funding Eligibility Certifications are due Monday, July 2. Please submit them to Vicki Graham or David Ferris.

IDEA Pt. B & Preschool end-of year expenditure reports will open July 2, in the web based budget tool. The deadline for submission of end-of-year reports is Sept. 7.

REMINDER: 2012-13 IDEA Budgets Due June 29

This is a reminder that the IDEA budgets must be submitted in the Federal Application web-based tool by this Friday, June 29.

Please note that if you cannot make the deadline, an e-mail request for an extension must be submitted to David Ferris (ferris_d@cde.state.co.us) or Vicki Graham (graham_v@cde.state.co.us) by 5 p.m. on June 29.
