Respond to Consolidated Application Substantial Approval and Modification Process Comments

CDE staff is conducting the initial review of consolidated applications. As reviews are completed, districts and BOCES will receive an email from the application system granting substantial approval and directing them to the comment log for information on necessary modifications. The comment log can be accessed at http://bit.ly/1rwzQof.

CDE staff will work with the district/BOCES to ensure final approval is granted by September 30. Address all comments for all programs and the strategy-based budget before resubmitting the application to CDE. A modified strategy-based budget should be submitted to electronic_budget@cde.state.co.us. Be sure the modification option has been selected on the cover page and use columns AB and AC to identify changes. The online application and the budget modifications must be resubmitted in order for CDE to review and provide final approval.

Title I data tables 2-4 will be locked on Aug. 1 and changes can't be made after that. These data tables list the method for serving schools; all district schools and whether a school will be served with Title I and the type of Title I program (targeted assistance or schoolwide). Regardless of where the district or BOCES is with the modification process, data tables 2-4 must be complete and accurate.

Library

Attend a Webinar on State Grants to Libraries

Last year the State Library distributed $2 million to 290 school districts, public libraries and academic libraries for them to purchase educational materials. The funding has been renewed for 2014-2015, and eligibility forms are available. This is a non-competitive grant process, with a minimum $3,000 grant awarded to all eligible institutions. Each school district must submit an eligibility form by Friday, Sept. 12 to be eligible. Guidelines and eligibility forms are available online.

The forms and process is similar to last year. If you are new to the process, please join us for a webinar on Thursday, July 24 at 11:30 a.m. to review the guidelines, eligibility requirements and form submission process. To join the webinar, visit http://connect.enetcolorado.org/stategrants/.

News & Notes

Use the Superintendent and Principal Integrated Timelines

These integrated timelines were created to help guide Colorado superintendents and principals through key implementation work occurring during the 2014-15 school year and into the 2015-16 school year. The timelines include the main tasks associated with implementing new standards, assessments, educator evaluations and accountability requirements. By identifying what work is happening simultaneously, districts can be more intentional in integrating their efforts. While not representative of all tasks, the timeline includes the major activities, broken out quarterly and by phase of implementation. Guiding questions for each quarter are included to help identify focus points and strategies.

Review New Address Confidentiality Program Rules and District Eligibility

The Colorado Address Confidentiality Program has new administrative rules. The rules reflect a combination of prior rules, amended rules and new rules. Rule 9.1 requires the address confidentiality program to verify school district eligibility for program participants. Previously, the address confidentiality program was verifying home school eligibility, which was inconsistent with statute.

The address confidentiality program currently has 2,000 participants across Colorado and continues to grow. Although this program has been open since July 2008, many schools are not familiar with the program and are confused when presented with an address confidentiality program authorization card.

The Colorado Department of Personnel & Administration is currently preparing for informational meetings with registrars at a school district and would be happy to do the same at any district in the state. If you would like to schedule a meeting, contact Jacqueline Cash.

The fact sheet, program brochure and notice participants typically provide to schools with their authorization cards are available at https://www.colorado.gov/pacific/dcs/acp-specific-agency-information.
