View ACCESS for ELLs, Individual Student Growth Reports

The 2014 ACCESS for ELLs® individual student growth reports were provided to district assessment coordinators during the week of July 21 via e-mail with secure FTP access. The reports show an individual student’s overall ACCESS proficiency and growth rates over time.

Learn More About the UIP Online System

The preliminary online UIP System is scheduled to be released in fall 2014. Schools and districts will be able to make updates to UIPs using an online platform. Participation this first year will be optional; training is being scheduled for districts interested in being early adopters. The new system will offer many new advantages: users will be able to track progress on a dashboard, submissions to CDE will be easier (no more Tracker), required addenda are automatically available, sections can be downloaded to Excel (e.g., action plan to sort by date), language from the older plan can be populated into the current plan (after the first year of use). The MS Word templates and Tracker system will still be available in 2014-15.

New UIP Resources Available: Rural Flexibility, Implications of Assessment Transition, Training Materials

Several key resources are available now from the Improvement Planning Unit.
• Rural Flexibility: A fact sheet on new flexibility for small, rural schools and districts on Unified Improvement Planning and READ Act (H.B. 14-1204). A spreadsheet that lists eligible districts is also available.
• Implications of the State Assessment Transition: After gathering feedback from the field, CDE is releasing guidance on strategies for implementing the UIP process during the state assessment transition.
• Training Materials: Resources from the, “What You Need to Know about the UIP For the 2014-15 School Year” are available. This includes tools to support data analysis and progress monitoring that makes use of K-3 reading data and local interim assessment data, information on various local interim assessment instrument, and Postsecondary and Workforce Readiness data resources.

Register for the Strengthening Colorado Families and Communities Conference

Colorado's Office of Early Childhood and Office of Children, Youth, and Families invites you to attend the inaugural child abuse prevention conference promoting well-being for all of our children. The Strengthening Colorado Families and Communities Conference will be held on September 15th & 16th at the Keystone Conference Center in Keystone, CO.

The conference will feature speakers and sessions targeted to the following audiences and include opportunities for these professionals to help inform the creation of a Colorado Maltreatment Prevention Plan: Home visitors, family support workers, parent educators, parent leaders, medical and mental health professionals, school social workers, teachers, kinship and foster parents, child welfare practitioners, public health and prevention professionals, early childhood development specialists, early interventionists, human service providers, public officials and community advocates.

There is no registration fee to attend. The conference will provide lunch on Monday and breakfast and lunch on Tuesday. There will be some scholarships available to cover travel and lodging.

Register for the Elementary and Secondary Education Act Leadership Academy by Sept. 4

This conference is for district and school staff to get up-to-date information and guidance about Elementary and Secondary Education Act programs and other state initiatives that connect with them. Information and resources will be provided around requirements and flexibility, as well as best practices.

The conference is Wednesday, Sept. 17 from 1 - 4 p.m., Thursday, Sept. 18 from 8 a.m. - 4 p.m. and Friday, Sept. 19 from 8 a.m. - noon at the Adams 12 Conference Center, 1500 E. 128th Ave., in Thornton. There is no charge for the event. District and school level leaders who work with ESEA programs are encouraged to attend.

Registration opens Friday, Aug. 1 through Thursday, Sept. 4. Register before Friday, Aug. 15, to participate in a survey about presentation topics which will be used to craft the final agenda and breakout session schedule.

Respond to Consolidated Application Substantial Approval and Modification Process Comments

CDE staff is conducting the initial review of consolidated applications. As reviews are completed, districts and BOCES will receive an email from the application system granting substantial approval and directing them to the comment log for information on necessary modifications. Find the comment log at: http://bit.ly/1rwzQof.

CDE staff will work with the district/BOCES to ensure final approval is granted by Sept. 30. Address all comments for all programs and the strategy based budget before resubmitting the application to CDE. A modified strategy based budget should be submitted to electronic_budget@cde.state.co.us. Be sure the modification option has been selected on the cover page and use columns AB and AC to identify changes. The online application and the budget modifications must be resubmitted in order for CDE to review and provide final approval.

Title I data tables 2-4 will be locked on Aug. 1 and changes cannot be made after they are locked. These data tables list the method for serving schools; all district schools; and whether a school will be served with Title I and the type of Title I program (targeted assistance or schoolwide). Regardless of where the district or BOCES is with the modification process, data tables 2-4 must be complete and accurate.

Learn About Fundraiser Exemptions for All Foods Sold in School

The Healthy, Hunger-Free Kids Act of 2010 requires the U.S. Department of Agriculture to establish nutrition standards for all foods sold in schools during the school day. This rule requires that food and beverage items sold during the school day meet the food and nutrition standards for competitive foods, but also allows for special exemptions for the purposes of conducting infrequent, school-sponsored fundraisers. The rule includes a mandate for state agencies to establish the number of allowable exempt fundraisers, which do not meet the food and nutrition standards.

The Office of School Nutrition released a memo on June 5 providing guidance on the number of exempt fundraisers allowed. The office will allow up to three exemptions per school building for school year 2014-2015. The USDA also allows state agencies to grant districts exemptions from this base fundraiser limit; however, the Office of School Nutrition will not grant districts additional exempt fundraisers during the 2014-2015 school year. The office will assess the three exempt fundraiser limit and adjust as needed based on district feedback and the final rule.

Join The Colorado Education Initiative

The Colorado Education Initiative is a nonprofit organization working in partnership with CDE and public education stakeholders to accelerate bold improvement in student achievement through innovation, collaboration, and capacity-building. CEI is announcing two new employment opportunities including a Director of Human Resources and Talent Development and a Next Generation Learning STEM Associate.

The Director of Human Resources and Talent Development reports directly to the Chief Financial Officer. This person will be responsible for leading the talent development processes, which includes the selection, hiring, onboarding and retention of employees. In addition, this role will be responsible for leading the annual employee Performance Management and Career Development process.

The Next Generation Learning STEM Associate provides support for the implementation of CEI’s Next Generation Learning Science, Technology, Engineering and Math (STEM) work. CEI has one year of funding for this position. The associate works closely with the STEM Director to implement key aspects of CEI’s Colorado STEM Education Roadmap. They will assist with activities such as regional partnership development; liaising with the Colorado Workforce Development Council (CWDC) as well as with CEI’s numerous education partners; providing project management supports; and developing data portfolios.

Read About an Important Change in the TCAP and Growth Release Schedule

There has been a change in the public TCAP, achievement and growth release schedule. Instead of the data being presented to the state board on Wednesday, Aug. 13, the data will now be presented to the board on Thursday, Aug. 14, which means the embargo will not lift until noon on Thursday, Aug. 14.

• Beginning of August: Student level and summary growth data will be released TO DISTRICTS ONLY through CEDAR.
o During this time, districts may not release data to the media or do interviews.
o Districts may not release or discuss publicly with your Boards of Education. You may, however, give board members a summary of the results – just not as a part of an open meeting.
o Districts may release data to principal/teachers for planning purposes only.

• Aug. 6: TCAP results and growth data released (embargoed) to media
o Districts may release individual student reports to parents.
o Districts may hold interviews with members of the media with the understanding the information is embargoed until Thursday, Aug. 14.

• Aug. 8: TCAP and CoAlt reading, writing and math hard copy reports in districts.

• Aug. 11-15: CO ACT reports in districts.

• Aug. 14: Embargo lifted for both TCAP results and growth. The results will be presented to the state board at its regular meeting on Aug. 14.
