Please confirm or update your district’s accountability and tracker contact by Wednesday, Aug. 15 using the link below.

Accountability contacts receive state accountability-related communications for your district, including information on performance frameworks and accreditation. Tracker contacts receive improvement planning-related communications and are responsible for submitting improvement plans to CDE. As in previous years, improvement plans should be submitted via the C-FIRS Tracker system. We understand that in some cases, the district’s accountability contact and tracker contact may be the same individual.

Student October Collection

The 2012-2013 Student October data collection opens Monday, Sept. 17, with a deadline of Friday, Nov. 9. The six changes to the collection from the 2011-2012 collection are:

• Language background changes from four digit number to three character code
• Addition of PHLOTE and FELL for language proficiency field
• Removal of the Extended Studies, Post Secondary Enrollment Options, Fast College Fast Jobs, and High School Fast Track codes from the post secondary program field
• Addition of a Online Schools attendance code
• Addition of Orthopedic Impairment and Other Health Impairment for primary disability field
• Require school code 0001 for three districts to be consistent with End of Year data.

The record length for the file has changed from 201 bytes to 200 bytes. The template has been updated for the Student October data collection. The template is available at: https://cdeapps.cde.state.co.us/StuOct_Excel_Template_20122013.xls

Rules for the Administration of the Exceptional Children’s Education Act

The recently adopted amendments to the ECEA Rules, regarding standards for administrative units, took effect on July 30. Sections affected by these amendments are 2.02, 3.01 and 7.07. An updated, unofficial version of the ECEA Rules is posted on the CDE website at the link below. 2012 Transition Leadership Institutes - Registration Opens Today

This year, the institute will be held in two locations--in Colorado Springs, September 20-21 and in Grand Junction, September 24-25. Designed to meet the unique needs of administrative unit transition teams representing large and small districts, and BOCES; the AU Teams will participate in structured team planning time and a variety of breakout and networking sessions focused on secondary transition indicators.

Specific information was sent to directors of special education on July 25th with an overview of this years' institute, guidelines on selecting a team and team leader, and the registration process. For more information, visit the September event listings at the link below.

C-FIRS Tracker Webinar UPDATES for 2012-2013

On Friday, Aug. 3, the C-FIRS Tracker System will automatically default to the 2012-13 academic year monitoring Instruments. When a district user logs into the system, the initial screen will display the 2012-2013 Instruments. Instruments reviewed in the previous academic years will still be available for reference, review or revisions. To access the previous academic year monitoring Instruments within the Tracker System, districts will need to select the desired year from the pull down menu on the LEA Overview page.

Federal Programs will continue to use Tracker in the 2012-13 school year for desk reviews and onsite monitoring. Desk reviews will be conducted in three cycles: Fall - due Oct. 15, 2012; January - due Jan. 15, 2013; and Spring - due April 15, 2012. A document pertaining to the 2012-13 desk review process will be available on the website by Aug. 31.

NCLB Consolidated Application - Modifications Due Aug. 31

CDE staff has finished the initial review of Consolidated Applications. Districts/BOCES should have received an email from the application system granting substantial approval. The email includes instructions for accessing the application comment log. The comment log provides the district/BOCES all the information needed to modify the application and budget in order to receive final approval.

Districts/BOCES should respond to all comments by Friday, Aug. 31 in order to receive timely final approval. Address all the comments for all programs and fiscal areas before resubmitting the application to CDE. District/BOCES will need to proceed to the very last section of the application to electronically resubmit the application modifications to CDE. A modified budget should be submitted to: electronic_budget@cde.state.co.us. Both narrative and budget modifications, as applicable, must be resubmitted in order for CDE to review and provide final approval.

Supplemental Educational Services – English Language Development Providers RFP Now Available

The English Language Development Providers Request For Proposal is now available. The purpose of this RFP is to add ELD providers to the current Supplemental Educational Services provider list in Colorado.

This is not a competitive grant in that as many providers can be included on the approved provider list as meet the specified criteria. Proposals are due Friday, Aug. 31. For more information and to access the RFP, visit the link below.

Colorado Charter School Program Start-up Grant RFP Now Available

The new Colorado Charter School Program Request For Proposal is now available.

The Colorado Charter Schools Program provides sub-grants of up to $600,000 over a three year period to qualified charter school developers for the planning phase and/or early years of implementation of new charter schools. The Start-up Grant RFP simultaneously serves as application to the three-year CCSP Grant program and as application for the first year of funding known as the Start-up Grant.

The first submission date (Tier I) for the RFP is Oct. 17. A mandatory CCSP Start-up Grant Writers’ Boot Camp for applicants will be held Aug. 21 from 9 a.m. to 3 p.m.

New Blended Learning in Rural Colorado Study Released

Earlier this year, CDE asked Evergreen Education Group in Durango to conduct research that would help the department understand how to support the expansion of quality educational options to students across Colorado, especially in rural areas.

The study, "Blended Learning in Rural Colorado: Status and Strategies," shares best practices and findings from interviews and surveys of rural leaders about the barriers to blended learning as well as the opportunities in the short and long-term to bring more quality content and educators through a mix of online and face-to-face learning.

CDE will be integrating the findings of this study into the expanded learning opportunities implementation strategy and will work closely with rural leaders to take the recommendations Evergreen offers in the report and turn them into actionable strategies.

Communications Survey

The Bill & Melinda Gates Foundation is funding a research project designed to learn how Departments of Education in five states, including Colorado, communicate with the school districts they serve. This survey is part of that project, which also includes interviews with department and district leaders. Your response will be helpful in assessing the current state of communication efforts and developing recommendations for improvements as needed. Alternative School Finance Funding Models Pilot Program

House Bill 10-1183 provided school districts and charter schools the opportunity to participate in a pilot program to explore more creative ways to fund public education in Colorado.

The Alternative School Finance Funding Model pilot program was created to encourage school districts and charter schools to collect data that will be used to compare the effects of alternative school funding models with those of the actual school funding method.

A school district or charter school that chooses to participate in the program must submit an application to the state board of education. Upon selection to participate, the school district or charter school shall collect data for at least two budget years that demonstrate the effects of an alternative school funding model including but not limited to the differences in funding that the school district or charter school would have experienced if it had been funded through the alternative school funding model rather than under the current school finance act.

New Standards and Instructional Support Webpages

The Office of Standards and Instructional Support webpages have a new look! The intentional layout is built to support all users in navigating through a plethora of resources. It offers general standards and instruction information that cuts across disciplines for curriculum and professional development directors. Content specific areas are also available to support educators in each content area.

In response to specific requests from the field, here are some of our new features:
•Colorado Academic Standards in grade level specific booklets
•Curriculum Development Project
•Instructional resources
•Professional development opportunities

Users will continue to see improvements to support offered through the website. The two-year project plan calls for each area to be updated by a content specialist on a bi-weekly basis. The updates may include important announcements, PLC Bytes, curriculum samples, and other instructional support resources. Future plans for the site include deliberate connections to CDE’s strategic initiatives (Educator Effectiveness, Standards & Assessments, Innovation & Choice, and Accountability) to support integration of implementation efforts.

Save the Date: Regional Informational Meetings for School Readiness and the READ ACT

The Colorado Department of Education is scheduling a series of regional information meetings regarding district requirements for school readiness. CAP4K requires school districts to develop individual school readiness plans for all children in state funded preschool and kindergarten beginning in the 2013-14 school year. The law also requires the state board to adopt one or more assessments for measuring students’ levels of school readiness.

The Colorado READ Act, passed in May 2012, repeals the Colorado Basic Literacy Act as of July 1, 2013. The READ Act has implications for assessing literacy skills in kindergarten through third grade, identification of and interventions for students with significant reading deficiencies, parent involvement, and school and district performance ratings. Included in the act is funding to support intervention for students with significant reading deficiencies, regional literacy support, and a new literacy grant program.
