Accountability & Improvement


2012-13 Submission Windows for UIPs on SchoolView

CDE is adding two optional submission windows and due dates to the calendar for posting 2012-13 unified improvement plans (UIPs) on SchoolView. The additional submission windows will allow improvement plans to act as active documents that reflect changes as the improvement planning cycle continues throughout each year.

New fall and winter submission dates are optional for districts and schools. Plans may be submitted through Tracker in the fall (due Oct. 15), winter (due Jan. 15) and spring (due April 15). Districts and or schools may submit plans during one, two, or all three of the posting submission windows, so long as every plan (district and all school plans) is submitted by the April 15 deadline.

2012-13 Optional Fall Review for Select Districts

As a support for districts on Priority Improvement or Turnaround, CDE is offering an optional review of the districtís revised data narrative (including root cause analysis) for the 2012-13 Unified Improvement Plan (UIP). The review is to provide support and feedback sooner in the planning process to ensure that the data narrative is strong as the district makes decisions about action planning.

Plans for the optional fall review are due by Oct. 15 and will be submitted via the Tracker system. This fall submission does not take the place of the required winter submission (due Jan. 15). Only districts with a Priority Improvement or Turnaround plan type will have the option to submit plans for the fall review. Detailed information for submitting plans for review through the Tracker system will be sent to District Tracker contacts as the submission window approaches. 2012 Student Level Growth Data Release

TCAP 2012 growth calculations for reading, writing, and mathematics were updated on Monday in CEDAR. School and district growth summary reports are available in CEDAR today and will be posted on SchoolView soon. The Colorado Growth Model, SchoolView Data Center, and SchoolView Data Lab will be populated with the latest data in the coming week. Summary data spreadsheets are posted at http://www.cde.state.co.us/assessment/CoAssess-DataAndResults.asp.

Individual student growth and achievement reports (bundles of PDFs) are available again this year. We will let you know as soon as they are available.

Reminder to Update District Accountability and Tracker Contacts

Please visit the link below to confirm or update your districtís accountability and tracker contact(s). The link will remain open until the end of the day on Monday, Aug. 20.

As a reminder, accountability contacts receive state accountability-related communications for your district, including information on performance frameworks and accreditation. Tracker contacts receive improvement planning-related communications and are responsible for submitting improvement plans to CDE. As in previous years, improvement plans should be submitted via the C-FIRS Tracker system. We understand that in some cases, the districtís accountability contact and tracker contact may be the same individual.

Unified Improvement Plan Training Support

This fall CDE is offering two sequences of regionally based supports for school and district leaders for the Unified Improvement Planning process. The first is a series of full-day training sessions in Pueblo and Loveland. In partnership with the Center for Transforming Learning and Teaching, the in-depth trainings will cover the following components of the improvement planning process: Data Narrative I (Notable Trends and Prioritized Performance Challenges), Data Narrative II (Root Cause Analysis), Action Planning, and Progress Monitoring & Incorporating CDE Feedback.

The second support is a series of structured peer reviews of school and district level Unified Improvement Plans in Pueblo, Glenwood, and the North Metro area. The half-day review sessions provide an opportunity for peers to give feedback about their plans. CDE staff familiar with the process and program requirements will be available at these sessions to offer feedback and answer any specific questions.

Gifted Education State Directors' Meeting

The fall 2012 Gifted Education State Directors' Meeting will be held in Greenwood Village at the Doubletree Hotel Denver Tech Center, 7801 E. Orchard Road, on Thursday, Sept. 13 and Friday, Sept. 14.

Counselors or personnel in the mental health areas are encouraged to attend Sept. 14 when Dr. Jean Peterson from Purdue University will provide a morning workshop addressing social-emotional needs and researched-based strategies for the practitioner. The afternoon session will include breakout sessions related to the national standards for affective, social-emotional, learning environments.

Tracker Rollover Default General Overview C-FIRS Tracker 2012-13

On Friday, Aug. 3, the C-FIRS Tracker System (https://tracker.cde.state.co.us/Tracker/Security/Login.aspx) automatically defaulted to the 2012-13 academic year monitoring instruments. When a district user logs onto the system, the initial screen will display the 2012-2013 instruments. Instruments reviewed in the previous academic years will still be available for reference, review or revisions. To access the previous academic year monitoring instruments within the Tracker System, districts will need to select the desired year from the pull down menu on the LEA overview page.

Federal Programs will continue to use Tracker in the 2012-13 school year for desk reviews and onsite monitoring. Desk reviews will be conducted in three cycles: Fall - due Oct. 15; Jan. - due Jan. 15, 2013; and Spring - due April 15, 2013. A document pertaining to the 2012-13 desk review process will be available on the website by the end of August.

CDE will host two webinars regarding new updates to the system, including a general overview of Tracker. The first will be Thursday, Aug. 16 from 9 a.m. Ė 10:30 a.m. and the second will be Friday, August 17 from 1 p.m. - 2:30 p.m.

NCLB Consolidated Application - Modifications Due Aug. 31

The Consolidated Application team would like to remind districts and BOCES that all modifications required per the comment log must be submitted to CDE on or before Aug. 31. All program and fiscal comments must be addressed and the application and budget resubmitted. You will need to proceed to the end of the application to resubmit the application to CDE. CDE program consultants will then review modifications and grant final approval or provide additional feedback to districts. Districts must receive final approval no later than Nov. 15, or the 2012-13 allocation, and any 2012-13 carryover, may be forfeited.

CDE will provide only one final approval letter when all programs (and the corresponding electronic budget) have received final approval. This process does not eliminate the districtís ability to request funds prior to all programs receiving final approval. The comment log found at http://www.cde.state.co.us/scriptscfpu/consappchk/ provides information about individual programs that have final approval. Use this system to determine which programs have final approval and, therefore, program funds can be requested.

Curriculum Development Project - Now Accepting Applications

This fall, CDE will gather a group of educators to participate in the creation of model curricula based on the new Colorado Academic Standards.

Participants will develop unit overviews and year-at-a-glance curriculum blueprints that incorporate standards, grade level expectations, 21st century skills, and evidence outcomes.
