UIP Handbook and Quality Criteria Now Posted

The finalized version of the 2012-13 Unified Improvement Planning Handbook and Quality Criteria for both districts and schools has now been posted on the UIP web page under General Resources at the link below.

The handbook was created as a resource to guide districts and schools through the improvement planning process. The quality criteria have been created to offer guidance on creating improvement plans that incorporate all of the state and federal accountability requirements. Districts and schools may also use the quality criteria as a resource during their own review processes.

2012-2013 Student October collection webinar

The 2012-2013 Student October data collection is set to open Monday, Sept. 17, with a deadline of Friday, Nov. 9. There are six changes to the collection from the 2011-2012 collection. These changes are:

• Language background changes from four digit number to three character code
• Addition of PHLOTE and FELL for language proficiency field
• Removal of the Extended Studies, Post Secondary Enrollment Options, Fast College Fast Jobs, and High School Fast Track codes from the post secondary program field
• Addition of a Online Schools attendance code
• Addition of Orthopedic Impairment and Other Health Impairment for primary disability field
• Require school code 0001 for three districts to be consistent with End of Year data.

If you are a new respondent or would like a refresher of the data collected and the tools available to submit the data, five webinar trainings will be offered on the dates below. Please feel free to register at:

Specific Learning Disabilities: Developing Number Knowledge of Students with Math-Related Disabilities

This interactive, full-day workshop has general applicability for students with math needs up to Algebra and will specifically focus on the content related to place value, addition and subtraction, and beginning problem solving. The session will address: screening for math difficulties, diagnostic assessment to address specific instructional needs, development of goals, and intervention strategies. The target audience is special educators, general educators, and administrators – team participation encouraged.

This full-day, interactive workshop will provide the research basis and specific instructional strategies for teaching phonology and advanced phonics, particularly to students with identified Specific Learning Disabilities in the area of basic reading skills. The session will address assessment, goal-setting, and strategies for practice and reinforcement. Resources for CAS/ EEO Professional Development Training

The following training options are offered as professional development for implementation of the Colorado Academic Standards, including the Extended Evidence Outcomes (alternate academic achievement standards)/ Extended Readiness Competencies (content-based access skills) for students with significant cognitive disabilities:

1) PowerPoint: Implementing the Colorado Academic Standards for Students with a Significant Cognitive Disability
For educators of a student who is working on alternate academic achievement standards, this training presents an overview of the new Colorado Academic Standards, including the Extended Evidence Outcomes and Extended Readiness Competencies. Individualized Education Program Forms

Forms have been updated on the IEP Forms area of the CDE website. Most of these changes are to the overall formatting of the documents, i.e., landscape to portrait. Some optional language changes have been made to clarify documentation. Finally, three new forms have been added: ESY Data Documentation (model form for required documentation), Student Invitation to a Meeting (optional), and a combined consent for Part C evaluations that has been approved by CDE and by the CCB (optional).

Learning Style Profile Training for Children with Autism Spectrum Disorders

CDE and Rocky Mountain Autism Center are offering a four-part training on the learning style differences in students with ASD. The Learning Style Profile for Children with Autism Spectrum Disorders targets 10 educational and intervention components that represent the greatest challenges for professionals and families based on the learning style differences of ASD.

The Learning Style Profile was designed by Dr. Patrick J. Rydell at the Rocky Mountain Autism Center as a practical guideline and protocol for incorporating Learning Style Profile components into the general structure of classroom, home and intervention settings for a more balanced educational and intervention approach. It also promotes a more developmentally balanced Learning Style Profile for each child to support his or her individualized education program (IEP) and/or behavior plan. Participants are encouraged to attend with their education teams. The training will be from 12:30 p.m. to 3:30 p.m. on Sept. 7, Oct. 5, Nov. 2 and Dec. 7.

The Culturally and Linguistically Diverse Toolkit trainings will instruct teams in best utilizing the tools and resources included in the six toolkit modules. CDE's goal is to train at least one team from every administrative unit to serve as a resource within their district.

Twice Exceptional Trainings

General, special and gifted educators are invited to learn about the characteristics and needs of twice exceptional students – those students who are gifted and have disabilities. Two levels of training are offered: Level 1 is an online class with one graduate credit available. Level 2 is a two-day, face-to-face workshop for collaborative teams of educators to learn to work through the RtI problem solving process for twice exceptional students. Graduate credit is also available for Level 2.

The following dates for Level 1 online classes have been scheduled for this school year:
• Oct. 15-Dec. 7
• Jan. 21-Mar. 3
• Mar. 25-May 3

Level 2 face-to-face trainings are being offered on the following dates and in the following regions:
• Dec. 7-8 – northern metro region
• Feb. 1-2 – Pikes Peak region
• April 19-20 – West Central region

End of Year Reporting

Attn: Program Managers and Fiscal Managers

The CDE Grants Fiscal Team will be collecting set aside budgetary and expenditure data and final expenditure data in the Tracker End of Year Reporting collection. To facilitate this collection, the Unit of Federal Program Administration, in collaboration with the Grants Fiscal Management Team will host two webinars covering FY2011-2012 End of Year Reporting, scheduled for Thursday, Sept. 6 at 1 p.m. and Friday Sept. 7 at 10 a.m. Webinar topics include the Set Aside Activity Report and the Final Expenditure Report. The Set Aside Activity Report and the Final Expenditure Report are due in Tracker September 30th for FY11-12 activity (July 1, 2011 through June 30, 2012). The intended audience is program and fiscal managers.

This End of Year Tracker collection provides CDE with the necessary data to meet a mandatory federal reporting requirement as part of the Department’s EDFacts reporting. Although all LEAs must submit data in this collection, the data set aside collection is particularly critical for LEAs that implemented SES and Choice in 2011-2012.

New Nutrition Survey to Help Identify and Develop Professional Development

The Colorado Department of Education has contracted with a research team from Colorado State University to conduct a survey to understand how nutrition education is currently being taught to students and identify nutrition education materials educators are currently using to address Colorado pre-kindergarten through high school Comprehensive Health and Physical Education Standards.

The goal is to use the information obtained from the survey to identify and develop professional development and other resources to aid educators in implementing the standards.

Information obtained from this survey will be kept confidential. Names and identifying information of participants will not be provided to the CDE, nor will responses be connected with any individual.

Teachers, counselors, wellness coordinators and anyone who is responsible for the nutrition-specific Comprehensive Health and Physical Education Standards is invited to participate.

Upon completion, survey participants can enter a drawing to win 1 of 7 $100 gift certificates for Amazon.com.

Colorado Address Confidentiality Program

The Address Confidentiality Program provides survivors of domestic violence, sexual offenses, or stalking with a legal substitute address that can be used when interacting with state and local government agencies (including schools). The ACP also provides a confidential mail forwarding service. The legislative intent is to protect a survivor from future abuse.

Like many Colorado families, program participants are now enrolling their children in school. Parents are having difficulty because many schools are still not aware of this program. Schools must accept the ACP address as a participant’s legal address, and that the ACP confirms district eligibility and facilitates the transfer of school records. Additionally, this program might be a needed resource for some of the state’s most vulnerable families.

Student October Count Resource Guide Webinar

The Audit Team will provide a webinar on the Student October Count from the Audit Team perspective. The first of two webinars will be on Tuesday, Aug. 28 from 11:30 a.m. to 1:30 p.m. Audit Team staff will walk through the new “Student October Count Resource Guide” and will be available to answer questions.

Federal Funds Reimbursement

Attention Business Managers:

Grantees with Federal Funds reimbursable expenditures, including direct and indirect costs, from the district's fiscal year that ended June 30, 2012 are encouraged to submit a reimbursement request this week. This will help ensure a timely receipt of these funds for audit and reporting purposes.

READ Act and School Readiness Regional Meeting Schedule Announced

The Colorado Department of Education is hosting a series of regional information meetings regarding district requirements for school readiness (pursuant to S.B. 08-212, CAP4K) and the Colorado READ Act (H.B. 12-1238).

CAP4K requires school districts to develop individual school readiness plans for all children in state funded preschool and Kindergarten beginning in the 2013-14 school year. The law also requires the State Board to adopt one or more assessments for measuring students’ levels of school readiness.

The Colorado READ Act, passed in May 2012, repeals the Colorado Basic Literacy Act (CBLA) as of July 1, 2013. The READ Act has implications for assessing literacy skills in Kindergarten through third grade, identification of and interventions for students with significant reading deficiencies, parent involvement, and school and district performance ratings. Opportunity for input on recommendations for school readiness assessment and rules for implementing the READ Act will be provided.

The first regional meetings were held in Alamosa and Durango on Aug. 14 and 15. Dates and cities for the regional information meeting are listed below. Registration is not necessary to attend these meetings.
