Register for Unified Improvement Planning Basics I and II

The UIP fall training session descriptions, dates and registration links are now available. As district and school level planning teams work to set schedules for the coming year, consider how these trainings may support your local needs. Sessions are open to district level and school level teams. The UIP Basics I and II sessions are great ways for any administrative staff new to UIP writing to get support in the UIP process. The sessions also provide a refresher for returning staff.

Review the Growth Summary Reports

The 2013 school and district summary reports (also known as the “green and whites”) are available in the Colorado Education Data Analysis & Reporting System for authorized users. The files are located within public folders in the sub-folder titled, Growth Summary Reports - 2013.

CDE is hosting webinars regarding accessing growth data on Thursday, Aug. 8 and Wednesday, Aug. 21. The webinars will cover locations of growth data, content of growth summary reports and allow for participants to ask questions. For additional information about the webinars, visit http://www.cde.state.co.us/Accountability/Support.asp.

Growth data are under embargo until the Aug. 14 state board of education meeting. Because these results are embargoed, they may not be released, shared with the media or presented in any public meeting. However, they may be shared with school principals and teachers for the purpose of school improvement planning.

Complete the District Accountability and Tracker Contacts Survey by Aug. 15

Superintendents were emailed a survey link in May to confirm and/or update district accountability and tracker contact information. Please complete the survey by Aug. 15. To have the survey resent, contact Lisa Steffen.

Accountability contacts receive all state accountability-related communications for your district, including information on performance frameworks and accreditation. Tracker contacts receive all improvement planning-related communications and are also responsible for submitting improvement plans to CDE. As in previous years, improvement plans are to be submitted to CDE via the C-FIRS Tracker system. In some cases, the district’s accountability contact and tracker contact may be the same individual.

We are just four weeks away from all Interchanges and Collections opening in Data Pipeline on Sept. 1.

Respond to the Civil Rights Data Collection

At a recent meeting in Washington, D.C., the National Forum on Education Statistics discussed that local education agencies were not aware that they had the opportunity to react to the upcoming 2013-14 and 2015-16 civil rights data collection and that the timing for comment was not conducive with LEA summer schedules. Districts have until Tuesday, Aug. 20 to comment.

CRDC will now allow CDE to provide data that has already been submitted. The remainder of the data will need to be provided by districts.
Major changes include adding items:
. district civil rights contacts
. educational programs in justice facilities
. time students are suspended
. preschool discipline practices
. corporal punishment
. sexual orientation and religion to types of harassment allegations
. early childhood experiences
. chronic absenteeism
. from NCES School Survey on Crime and Safety
. school support and school security staffing data
. from NCES Schools and Staffing Survey

Refining items related to:
. total personnel expenditures between schools for specific staff
. expulsion
. course taking
. middle school math opportunities

Access the User's Guide, Model System Rubrics and Other New Resources

The 2013-14 school year marks the first year of implementation of Senate Bill 10-191 changing the way both principals and teachers are supported and evaluated in Colorado with the ultimate goal of ensuring college and career readiness for all students. The new evaluation process includes opportunities for reflection, goal setting, feedback and professional development. To support districts in implementing these new requirements, several new resources have been released including: annual orientations, improved rubrics, the user's guide, updated measures of student learning guidance, guidance on approaches for combining professional practices measures and measures of student learning to arrive at a final effectiveness rating for educators and inter-rater agreement tools. Attend the Gifted Education State Directors’ Meeting

The 2013 fall Gifted Education State Directors’ Meeting will be held at Vail Cascade on Tuesday, Sept. 17 and Wednesday, Sept. 18.

Tuesday’s session will continue a conversation from the spring Gifted Education Directors' Meeting addressing blending district UIP efforts and gifted student accountability. Directors will receive the revised program addendum for utilization during the 2013-2014 transitional year when the program addendum will replace former submission requirements.

Wednesday Dr. Joy Lawson Davis is the guest speaker addressing the topic of recognition and retention: support and response to students with exceptional potential in under-identified student groups.

Directors are encouraged to register other colleagues who are key to the support of gifted education identification, programming and accountability. Register at the link below by Thursday, Aug. 15.

Respond to Consolidated Application Substantial Approval and Modification Process Comments

CDE staff has finished the initial review of consolidated applications. Districts and BOCES should have received an email from the application system granting substantial approval and directing them to the comment log for information on any necessary modifications. The comment log can be accessed at http://www.cde.state.co.us/scriptscfpu/consappchk/index.asp.

Districts and BOCES should respond to all comments by Aug. 31 to receive final approval. Address all comments for all programs and the strategy based budget before resubmitting the application to CDE. A modified budget should be submitted to electronic_budget@cde.state.co.us. The online application and the budget modifications must be resubmitted in order for CDE to review and provide final approval.

Title I data tables 2-4 will be locked on Aug. 15 and changes cannot be made after they are locked. These data tables list the method for serving schools; all of district schools; and whether a school will be served with Title I and the type of Title I program (targeted assistance or schoolwide). Regardless of where the district or BOCES is with the modification process, data tables 2-4 must be complete and accurate.

Join a Graduation Guidelines Work Group

Colorado’s Graduation Guidelines were adopted by the Colorado State Board of Education in May 2013. This begins the seven-year implementation period and conversation around graduation guidelines as well as next steps in supporting districts in this work. Rebecca Holmes, associate commissioner of innovation, choice, & engagement and Misti Ruthven, manager of postsecondary readiness & policy, are leading the implementation of graduation guidelines in collaboration with schools and districts. Graduation Guidelines resources are now available, such as a fact sheet (http://www.cde.state.co.us/Communications/factsheets.html), FAQ and key messages.

Beginning in fall 2013, CDE will convene seven work groups to inform the implementation of graduation guidelines. Initial work groups are:
o 21st Century Skills
o Assessment
o District Capstone
o Earned Industry Certificate
o Individual Career & Academic Plans (ICAP)
o Postsecondary Workforce Readiness (PWR) Endorsed Diploma
o Special Populations (students with disabilities, gifted and talented, and English language learners)

Race to the Top


Apply for the 2013 Race to the Top District Competition

The U.S. Department of Education has released applications for the 2013 Race to the Top-District (RTT-D) competition to support districts in implementing local education reforms that personalize instruction, close achievement gaps and take full advantage of 21st century tools to prepare students for college and careers.

Applicants must serve a minimum of 2,000 participating students, or may serve fewer than 2,000 participating students provided they are served by a consortium of at least 10 LEAs. At least 40 percent of these students must be from low-income families. Awards will range from $4 million to $30 million depending on the number of participating students served. The Department expects to make five to 10 awards. Applicants are asked to submit an intent to apply by Friday, Aug. 23. Applications are due Oct. 3, for December 2013 awards.

Applicants are required to provide the state at least 10 business days to comment on the application. All districts applying for the RTT-D should submit their application to CDE by Sept. 16. Please send applications to Tricia Miller, Race to the Top Director at miller_t@cde.state.co.us.

Register for the Senate Bill 213, Updated Legislative Council Tables and Updated Detailed Model Webinar

The Division of Public School Finance is hosting two webinars titled Senate Bill 213 – The Future School Finance Bill. CDE will provide information that was presented at the Colorado Association of School Executives conference in July, as well as review the new tables from legislative council.

Participate in the Alternative School Finance Funding Models Pilot Program

House Bill 10-1183 provided school districts and charter schools the opportunity to participate in a pilot program to explore more creative ways to fund public education in Colorado.

The Alternative School Finance Funding Model pilot program was created to encourage school districts and charter schools to collect data that will be used to compare the effects of alternative school funding models with those of the actual school funding method.

A school district or charter school that chooses to participate in the program must submit an application to the state board of education. Upon selection to participate, the school district or charter school shall collect data for at least two budget years that demonstrate the effects of an alternative school funding model including but not limited to the differences in funding that the school district or charter school would have experienced if it had been funded through the alternative school funding model rather than under the current school finance act.

The Colorado State Board of Education will hold its August board meeting on Wednesday and Thursday, Aug. 14 & 15. The meeting will begin on Wednesday at 9 a.m. in the first-floor board room at the CDE offices, 201 E. Colfax Ave., in Denver. The meeting on Thursday, Aug. 15 will be a joint meeting with the Colorado Commission on Higher Education and will be held from noon to 2:30 p.m. at the Colorado Department of Higher Education, 1560 Broadway, 19th floor, in Denver.
