UIP Scaffolded Peer Review Sessions I & II Now Combined

CDE will host peer review sessions aimed at district or school teams as they revise their UIPs prior to submission to CDE for review or public posting. Because local teams may need more time to draft UIP revisions, the Data Narrative I and II Peer Review Sessions will be combined in October. The sessions will focus on reviewing the general data narrative (including notable trend statements, prioritized performance challenges and root cause analysis). CDE staff will be available to provide structured support and your peers will provide feedback on your data narrative.

Registration is now open for these peer review sessions in three locations: Pueblo on Oct. 15, Glenwood Springs on Oct. 17 and North Metro Denver on Oct. 19. Registration is available at: https://www.surveymonkey.com/s/2012UIPScaffoldedReview.

In addition, the training materials presented at the Data Narrative I Training Session are now available at: http://www.cde.state.co.us/uip/UIP_TrainingAndSupport_Register.asp. These materials have been posted in their original electronic format and may be used by local teams in their own training and UIP support processes.

Annotated Unified Improvement Plan Examples Now Posted

CDE has identified several unified improvement plans (UIPs) that may provide helpful examples for districts and schools as they revise their UIPs for 2012-13. The plans have been posted on the UIP General Resources page: http://www.cde.state.co.us/uip/UIP_TrainingAndSupport_Resources.asp.

The posted plans have been reviewed by CDE staff and feedback has been embedded into each plan. The plans selected are not exemplars; they are examples of plans that have solid or strong sections that meet UIP Quality Criteria. The accompanying CDE feedback is not exhaustive, but highlights ways in which the listed plans meet the UIP Quality Criteria, and ways in which they could be strengthened. UIP Quality Criteria provides guidance on the elements expected in a quality plan. Also note that the plans are actual examples from 2011-12 using last year’s template. All districts and schools are expected to use the revised 2012-13 template for this year.

Preliminary Pre-populated UIP Reports for Schools Released

For the 2012-13 school year, all schools and districts are expected to complete an improvement plan using CDE's Unified Improvement Plan (UIP) template. The school and district templates incorporate state and federal accountability requirements into a single improvement plan.

To support this process, the state has pre-populated data in Section I of the UIP template for each school (pp. 1-3) and district (pp.1-4) in Microsoft Word format. An email containing a unique URL link to access a zip file of the preliminary school-level UIP reports was sent to district superintendents and accountability contacts on Monday, Sept. 10.

This unique link will only allow districts to access reports for their schools. District-level pre-populated reports are currently being validated and are expected to be released within the next week. Superintendents and accountability contacts will be emailed again when these reports become available. For information regarding improvement planning requirements and supports, including the required addenda forms, Quality Criteria and UIP Handbook, please visit the UIP website at the link below.

Data Systems

U.S. Dept of Education's Third Version of the Common Education Data Standards is Available for Review

The third version of the Common Education Data Standards is available for public comment. Please submit comments by Sept. 28 via the website below.

Common Education Data Standards support the development of a common vocabulary for early learning through workforce. It is a collection of definitions and formats for the most commonly used education data elements. Common Education Data Standards do not dictate how individual data systems collect, store, and report data. The draft includes additions to the early learning, K12, and postsecondary elements, and expands into adult education and workforce as well as support for interoperability for the Race to the Top assessments.

There will be two other releases in September:

Race to the Top Assessment Support - Elements to support the Assessment Interoperability Framework, will be released this week. Current and upcoming documentation can be found at https://ceds.ed.gov/aif.aspx.

Connect Tool - On Sept. 19, CEDS will expand with the release of the latest tool, Connect. This tool allows users to develop connections relevant to the educational world for others to view and use.

Grant Opportunity: 2012-13 Expanded Learning Opportunities RFP Released

We are excited to announce the launch of the Colorado Legacy Foundation's 2012-13 Expanded Learning Opportunities grant program. CLF, in partnership with the Colorado Department of Education, is leading a multi-stage multi-year strategic plan which includes raising and distributing funds to seed, document, and replicate innovative practices, programs, services, and approaches in line with Colorado’s vision for ELO, an innovative teaching and learning platform designed to ignite the unique potential of every student through the creation and delivery of dramatically personalized learning experiences.

Once these projects are developed, implemented, and documented, they will be used as proof points to engage a broader set of schools and districts, as well as to drive a policy agenda that supports broad implementation of key ELO elements statewide. While we hope to fund up to 30 projects over the next two years, the first phase of investment will be highly competitive and selective, with between three and six projects funded.

Click on the link provided to view the application and grant guidelines. We invite you to think broadly about how your recent efforts and/or future plans may align with the ELO vision, and to share this opportunity with others who may be interested.

Key Dates:
• Tuesday, Sept. 18: Two technical assistance webinars will be held the last week of September and the second week of October. Please email elo@colegacy.org by Sept. 18 to indicate interest to participate. We will follow-up with logistics and registration information after this time.
• Friday, Dec. 14, 11 a.m.: Application deadline
• Tuesday, Jan. 8: Finalists will be notified for site visits
• Friday, March 1: Grants awarded. Funds will be released once Grant Agreements are complete, no later than June 1.

The Colorado Department of Education is hosting a series of regional information meetings regarding requirements for school readiness (pursuant to S.B. 08-212, CAP4K) and the Colorado READ Act (H.B. 12-1238).

The READ Act repeals the Colorado Basic Literacy Act as of July 1, 2013. The READ Act has implications for identification and intervention for students with significant reading deficiencies. Registration is not required.
