Welcome the New Director of Family and Community Engagement

Darcy Hutchins will join CDE at the end of September as the director of family and community partnership engagement. This is a new position facilitated by the recent passage of S.B. 13-193 (Increasing Parent Involvement in Schools). This position will work closely with the State Advisory Council for Parent Involvement in Education.

Hutchins spent the last eight years as a senior program facilitator at the National Network of Partnership Schools at Johns Hopkins University where she provided technical assistance to districts across the country to implement school, family and community partnership programs. She began her career as a first grade teacher in Baltimore City Schools. Hutchins has conducted multiple research studies about the impact of school- and district-level leadership on school, family, and community collaboration, as well as evaluation projects.

Capital Construction


View Eligibility Requirements for the CDE Capital Construction Assistance FY14-15 BEST Grant Cycle

Eligibility requirements are available at http://bit.ly/1eR4nap.

Capital Construction encourages charter schools to notify authorizers immediately if they intend to apply for BEST funds even if they aren't sure at this time. Doing so will ensure the charter school will be eligible to apply when the grants become available.

The deadline for submitting a letter of intent for the BEST FY13-14 grant cycle is Monday, Sept. 30.

Data Systems


Please Note: CDE Application Down Time

CDE is upgrading its Oracle Identity Management services from 5 p.m. on Friday, Sept. 20 until 6 p.m. on Sunday Sept 22. The upgrade affects all applications using the Oracle Identity Management single sign on application as well as the Automated Data Exchange. The systems will likely not be off-line that entire time. Users will receive a page indicating the application is temporarily not available.

An upgrade to the Oracle Identity Management software is required to support the upcoming changes to the user provisioning software along with the roll-out of the statewide individualized education program system.

CDE wants to be sure there are no pending deadlines or issues with your applications being off-line during that period. Let us know by noon on Thursday, Sept. 19 if you have questions or concerns about this brief outage.

Other communications and notifications will be made through the individual applications and web-sites.

Attend the 4th Annual Colorado PowerSchool User's Conference

The 4th annual Colorado PowerSchool Userís conference is Thursday, Jan. 23 and Friday, Jan. 24 at the Student Achievement Resource Center in Cherry Creek. Beginning, intermediate and advanced sessions will be offered and will be configured by the PS userís role.

Superintendents, school leaders, secretaries, registrars and counselors are encouraged to attend.

To support districts as they begin the new evaluation process, the Educator Effectiveness team is offering a series of webinars on timely topics. The next webinar, goal setting, professional growth plans and selecting measures of student learning for educator evaluations is Tuesday, Sept. 24 at 3:45 p.m. The webinar will highlight possible approaches for districts and BOCES to consider when constructing their approach to select measures of student learning as well as explain the goal setting and professional growth plans process.

Register for a Data Pipeline Interchange and Snapshot Regional Training

CDE is conducting regional trainings on the Data Pipeline Interchanges and Snapshots for special education and human resources, which is the new data submission process for all AUs and districts across Colorado for state reporting. Participants will learn the relationships of the various interchanges and how the data are used to feed snapshots and subsequent special education and human resources reports. All special and general education educators are encouraged to attend.

The trainings are held on the dates listed for the locations below from 9 a.m. Ė 4 p.m. General education educators only need to attend the afternoon session from 1 - 4 p.m.

Read the READ Plans and Students with Disabilities Guide

The CDE Office of Literacy and the Exceptional Student Services Unit staff have drafted a guidance document entitled READ Plans and Students with Disabilities. This document addresses considerations, cautions and recommendations specific to the development of a READ Plan for an eligible student with a disability that impacts his/her reading achievement.

Complete Your Healthy School Champions Score Card

The score card is a voluntary program assessment tool and recognition program used to assess and showcase coordinated school health efforts and accomplishments. It is available through Jan. 17, 2014.

This year's tool has been updated and is easier to use, with quick access to rubrics, resources, worksheets and a glossary and guidelines for writing success stories. The 2013-14 tool is accessible on the website, however this year's resources and information wonít be available on the site until early October.

Awards totaling $42,500 will be made at the healthy school championsí breakfast on April 17 at the Sheraton Downtown Denver as a kickoff to a full-day summit hosted by the Colorado Legacy Foundation.

Access the Colorado Sample Curriculum Resource Bank

The Colorado BOCES Association working with eNetColorado has created and is making available to all districts a resource bank of all the unit files available through the Colorado District Sample Curriculum project. The Colorado District Sample Resource Bank can be accessed at : http://www.coloradoplc.org/sample/resources

Teachers can search for individual sample curriculum units by content area and grade level. Individual units are available for download as Word and PDF files. Districts and teachers are also encouraged to link directly to any resource and file for use locally. eNetColorado has also mapped all the curriculum units to the appropriate state academic standards in the eNetColorado DREAM site that is available to all BOCES, districts and teachers.

Send in Your State Fuel Tax Exemption Certificate

The Colorado Department of Revenue reminds Colorado public school districts that they must have a Colorado fuel tax exemption certificate to purchase fuel without paying the excise tax. A school district must apply with the Department of Revenue to obtain the certificate. There is no fee for a Colorado fuel tax exemption certificate. A sales tax exemption certificate does not exempt excise (fuel) taxes.

Licensed gasoline and special fuel distributors will verify that the school district has the exemption certificate that allows fuel to be sold without excise tax to Colorado state or local government entities, including school districts. The fuel must be used exclusively by the school district in performing its functions and activities.

To apply for the fuel tax exemption certificate, download form DR 0241 from www.TaxColorado.com. Complete the form and mail to the Colorado Department of Revenue, Fuel Tax Unit, Room 200, PO Box 17087, Denver, CO 80217-0087.

You will receive the certificate by mail. An annual renewal certificate will be mailed to you automatically in November/December.

View the Colorado Preschool Program and Early Childhood At-Risk Enhancement Slot Allocations

Colorado Preschool Program and Early Childhood At-risk Enhancement slot allocations for the 2013/2014 school year are posted at http://www.cde.state.co.us/cpp/allocations.htm.

Please email Nan Vendegna at vendegna_n@cde.state.co.us if your district:
a. anticipates a need for additional CPP or ECARE slots. (Unused slots are temporarily reallocated to districts based on their ranking of unmet need.)
b. is unable to use all CPP slots this year. (Unused slots will be temporarily reallocated to a district that can use them.)
c. has identified one or more preschoolers with extremely high needs who are in need of full day programming. (Requires prior approval to use 2 CPP slots to create a full-day opportunity for qualified children.)

Districts are strongly encouraged to take advantage of the November alternate count date for early childhood. This can impact your districtís ability to serve young children in need and to benefit from the additional funding.

Apply to be a Reviewer of Interim Reading Assessments

CDE seeks reviewers with expertise in reading and assessment to participate in an interim reading assessment review process. Reviewers will assist the department in identifying appropriate interim reading assessments for the READ Act. State board of education rules stipulate that the interim reading assessment list for the READ Act will be updated prior to the 2014-2015 school year. This month, CDE released a request for information to solicit interim assessments to be reviewed by Colorado reading educators on Oct. 24. All interested reviewers are encouraged to apply and are advised to read the evaluation rubrics within the RFI before initiating an application. The RFI and application are available at http://www.cde.state.co.us/coloradoliteracy/ReadAct/index.asp.

CDE anticipates making recommendations to the state board of education on interim assessments at the November board meeting with a vote anticipated at the December meeting. Following the adoption of an approved interim assessment list, districts will have until July 1, 2016 to transition to the approved interim assessments.
