Accountability & Improvement

SchoolView Data Lab Updated with 2012 Growth and Achievement Results

The 2012 growth and achievement results are now available in the SchoolView Data Lab. This fast and flexible tool allows you to explore data using variables you select. You can then export your results as a spreadsheet to graph or share in other documents. Many new variables have been added in the past year, such as Gifted/Talented, Primary Disability, and Region.

Check out the instructional video and the launch button available at the link below.

Unified Improvement Planning Fall Training and Peer Review Sessions

The root cause analysis sessions are open for registration. Participants will work through a root-cause analysis process related to at least one of their priority performance challenges and leave equipped with a plan for engaging local planning teams in root cause analysis to complete their data narrative. The trainings will be held in two locations: Pueblo on Oct. 2 and in Loveland on Oct. 4. Register at: https://www.surveymonkey.com/s/2012UIPProcess.

CDE is also hosting another type of support: Scaffolded peer review sessions. The first round of peer reviews will focus on your data narrative, including notable trend statements, prioritized performance challenges and root cause analysis. Bring your school and/or district plans – and then be ready to review your peers’ plans in other districts. CDE staff will be available for some basic training and hands-on support. Registration is open for peer review sessions in: Pueblo on Oct. 15, Glenwood Springs Oct. 17 and North Metro Denver on Oct. 19. Register at: https://www.surveymonkey.com/s/2012UIPScaffoldedReview.

If multiple districts in a region would like to host a training session, CDE staff are willing to travel to any area within the state and provide additional training on the UIP process. If you are interested in making this type of arrangement, please contact Erin Loften.

Optional Unified Improvement Planning Fall Review for Select Districts

For districts on Priority Improvement or Turnaround, CDE is offering additional support on your district level UIP. Districts may choose to submit the revised data narrative (including root cause analysis) between Sept. 25 and Oct. 15 through Tracker for an early review.

The review is intended to provide support and feedback sooner in the planning process to help strengthen the data narrative as the district makes decisions about action planning. This support is only being offered to districts at this time, and will not take the place of the required winter review.

Pre-populated UIP Reports and Information for Fall Submissions

All pre-populated reports for the UIP -- both school and district level -- have been released. Some of the data in the reports are preliminary (e.g., plan type). An email with a unique URL was sent to superintendents and district accountability contacts. Please connect with district personnel to access your pre-populated report. A pre-populated report with final data will be released by December.

The first submission cycle for submitting UIPs for public posting to SchoolView will open Sept. 25. This submission is optional and open to all districts to submit any district and/or school plans that have been revised and may replace the currently posted plan on SchoolView. Plans may be submitted again during the winter and spring cycles so long as every district and school plan has been submitted for posting by April 15, 2013. CDE is tracking plan submissions to ensure that each plan has been submitted for posting by the required date.

A webinar that details the fall submission process for submitting UIPs will be held on Monday, Oct. 1. Details regarding this webinar will be sent via email to district tracker contacts and will also be posted on the UIP Submissions website.

Race to the Top

Race to the Top-District Competition

The U.S. Department of Education has released applications for the Race to the Top-District competition. The focus of the competition is on the creation and implementation of personalized learning environments that are designed to significantly improve teaching and learning through the personalization of strategies, tools and supports for students and educators. Awards will range from $5 million to $40 million depending on the number of participating students served by the applicant.

Applications for this program are due Oct. 30, for December 2012 awards. As part of the application process, each local education agency must provide the state at least 10 business days to comment on the application. The application must contain these comments and the LEAs responses or, if no comments were offered, evidence that 10 days to comment were provided.

The Colorado Department of Education will coordinate the process for commenting on district applications. All districts applying for the competition should submit their application to CDE by Oct. 8. CDE will return comments by Oct. 22. Please send applications to Tricia Miller, Race to the Top Director at miller_t@cde.state.co.us.

State Board of Education

State Board Discusses Educator Licensure and Sample Curriculum Project

The Colorado State Board of Education met last week for a regularly scheduled meeting. Highlights include:

Research Presentation from The New Teacher Project
Berrick Abramson with The New Teacher Project presented highlights from a research report titled, “Making Licensure Matter.” This study was prompted by the need to develop recommendations for educator licensing that move the state toward its vision to have an effective teacher in every classroom and an effective leader in every school. The project was funded by a grant from the Rose Community Foundation and represented a partnership of The New Teacher Project, Colorado Department of Education, and Colorado Department of Higher Education.

This study stems from analysis of other state models, reviews of other licensed professionals, and discussions with educators through more than 50 meetings across the state. The report centers on the concept that licensure should affirm the basic preparedness of new entrants and the competence of current practitioners.

Board members engaged in discussion and thought-provoking questions on the study which can be viewed at http://www.cde.state.co.us/cdeprof/download/pdf/MakingLicensureMatter.pdf.

Next steps include sharing the research report with educators to garner more input, gathering data on cost and capacity implications, and examining recommendations that might be accomplished through rule, policy or legislation.

To read more from the board meeting including updates on the standards implementation & sample curriculum project; turnaround school and district performance; graduation guidelines and endorsed diploma; and reinventing special education, visit the link below.
