Accountability Handbook and Priority Improvement and Turnaround Supplement

The 2012 Accountability Handbook has been updated to incorporate the NCLB Waiver changes and other minor changes to the performance indicators. This handbook details the state expectations for implementing state and federal accountability legislation in Colorado.

Additionally, for districts Accredited with Priority Improvement or Turnaround Plans, or schools assigned Priority Improvement or Turnaround plans, the department is releasing a "Priority Improvement and Turnaround Supplement." This supplemental handbook is intended to build upon the information included in the CDE District Accountability Handbook and outline the requirements and processes associated with Priority Improvement and Turnaround designations.

Tracker Now Open for Optional Fall UIP Submissions

The online Tracker system is now open for the submission of Unified Improvement Plans (UIPs). Any revised 2012-13 district or school level UIPs may be submitted for public posting on SchoolView. UIPs submitted during the fall cycle will replace the plans currently posted on SchoolView in November. CDE is also accepting district-level priority improvement and turnaround plans for an optional fall review. Districts that submit plans for the review will receive feedback to strengthen the data narrative before making decisions about action planning. This submission option will only be seen by priority improvement and turnaround districts and will not take the place of the required winter review.

Plans must be submitted using the online Tracker system, and the submission window will be open until Oct. 15. Resources for submitting UIPs are available on the UIP Submissions website (link provided below)

Fall UIP Training Sessions-Root Cause Analysis Next Week

For school or district leaders needing to deepen their knowledge of facilitating root causes analysis, this is your opportunity! Participants will work through a root-cause analysis process related to a priority performance challenge and be able to go back to local planning teams and engage in their own root cause analysis to complete their data narrative. Tools and protocols will be included as part of the session. Register at: https://www.surveymonkey.com/s/2012UIPProcess.

The first round of peer reviews (Pueblo on Oct. 15, Glenwood Springs on Oct. 17 and North Metro Denver on Oct. 19) will focus on the data narrative, including notable trend statements, prioritized performance challenges and root cause analysis. Participants will bring their own plans and be able to review your peers’ plans in other districts and receive peer feedback on their own plans. Call for Heroes

For the sixth consecutive year, the Congressional Medal of Honor Society and Foundation are searching nationwide for citizen heroes for their national award, Citizen Service Before Self Honors. This award recognizes and honors citizen heroes who have clearly demonstrated a willingness to sacrifice for others, whether through a single act of extraordinary heroism at risk to one’s life, or through a prolonged series of selfless acts.

We would like your help in encouraging nominations. Nominations can be submitted online at the link below from now until Dec. 28.

The Citizen Service Before Self Honors award is unique because it is presented to unsung heroes by our nation’s most honored heroes—the fewer than 85 living recipients of America’s highest award for valor, the Medal of Honor.

A panel, including a Medal of Honor recipient, will consider all nominations and select 20 national finalists. From among those finalists, a second panel of Medal of Honor recipients will select three individuals to receive Citizen Service Before Self Honors at a ceremony on Monday, March 25, 2013, in conjunction with National Medal of Honor Day, to be held at Arlington National Cemetery near the Tomb of the Unknowns.

Educator Effectiveness & Licensing


Change in CTE Authorization Renewal Process

CDE is changing the way Career and Technical Education authorizations are issued. Until now, if an applicant for licensure held both a Professional Teacher license and a Career and Technical Education authorization, CDE added the CTE credential to the endorsement(s) on an applicant’s teacher license. However, this practice has been both confusing and inappropriate due to the fact that a CTE credential is provided as part of an authorization, while a content or endorsement area pertains to a license. As such, we no longer can comingle the two.

Effective Nov. 1, CDE will separate CTE credentials from the endorsements on professional teacher licenses as these authorizations and licenses are renewed. Applicants that wish to renew both their professional teacher licenses and CTE authorizations will be required to submit two renewal applications: a “Career & Technical Education (CTE): Renewal/Reinstatement” application for the CTE authorization and a “Renewal of Professional” application for the Professional Teacher license.

Culturally and Linguistically Diverse Toolkit Trainings

The Culturally and Linguistically Diverse Toolkit trainings will instruct teams in best utilizing the tools and resources included in the six toolkit modules. CDE's goal is to train at least one team from every administrative unit to serve as a resource within their district. There are only a few slots left for the training in Pueblo on Friday, Oct. 12, from 9 a.m. to 3 p.m.

Autism Level 2 Training: Challenging Behavior, Oct. 10 & 11 in Aurora

Challenging behavior is often an obstacle that professionals face when working with students with autism. This can make classroom management and individual student management and safety difficult. Participants will practice hypothesizing functions of challenging behavior through video analysis. Alternative behaviors including functionally equivalent behaviors, functionally related behaviors, and coping skills will be identified. Data collection systems for tracking challenging behavior and a “checklist for survival” will be shared. The training will explore evidence-based interventions for challenging behavior and providing practical solutions for the classroom.

This Level 2 workshop is open to all participants who have previously attended the Level 1 Autism Introduction training (two or three day). Those who do not meet this minimum but who have a similar content background are encouraged to inquire for individual enrollment decisions.

This training is offered at no cost by the Exceptional Student Services Unit/Autism team.

Pertussis (Whooping Cough) Outbreaks

Pertussis (also known as whooping cough) is an epidemic in Colorado. This disease is highly contagious, causes severe coughing fits and can cause severe disease or death in at-risk persons, including infants. The infection is often spread to infants by other children and adults caring for them.

Information at the link provided outlines the particularly important role school administrators, principals and staff play in recognizing the symptoms and preventing an outbreak of pertussis in the children in their schools. There is also a section that reviews current Colorado immunization laws. We strongly recommended all school staff receive a Tdap booster if they have not already received it as an adult.

Upcoming Mathematics Professional Development

Does you district need ongoing professional development in mathematics?

The Colorado Council of Teachers of Mathematics and the Colorado Council for Learning Disabilities, in cooperation with CDE, is pleased to present a series of coordinated workshops this year designed to support teachers in building readiness for implementing Colorado’s Academic Standards (see list below).

Please note that optional college credit is available for those who attend both of the Math on the Planes events and either the CCTM regional workshops or CDE Math Workshop. Federal Title funding may be available to support these workshops if districts can show a coordinated professional development plan that incorporates the entire series of workshops into the year’s plan and includes specifics supports for teachers in their professional growth between workshops.

READ Act and School Readiness Meetings Added

CDE is hosting a series of regional information meetings regarding requirements for school readiness (pursuant to S.B. 08-212, CAP4K) and the Colorado READ Act (H.B. 12-1238). Meeting dates and locations are listed at the link provided. An additional in-person meeting has been scheduled for Colorado Springs. Once the location is finalized, information will be posted on the READ Act webpage (listed below).
