View Updated Resources and Register for a Unified Improvement Planning Training

CDE has updated UIP resources for the 2013-14 school year on the UIP webpage at http://www.cde.state.co.us/uip. These resources include the required addenda forms, UIP quality criteria for districts and schools and the UIP handbook.

UIP training opportunities are available to district and school level planning teams this fall in locations throughout the state. Session topics include UIP Basics I and II, Going Beyond TCAP Data for Improvement Planning and Progress Monitoring. Details for the fall training sessions as well as registration links are available at the link below.

View 2013-14 Pre-Populated UIP Reports

All districts and schools, including new schools, are expected to complete an improvement plan using CDE's template to ensure that state and federal accountability requirements are met.

To support this process, the state has pre-populated data in Section I of the UIP template for each school (pp. 1-3) and district (pp.1-5) in Word format. This year, CDE has also pre-populated Section I of the UIP template for alternative education campuses (pp. 1-6). An email containing a unique URL link to access a zip file of the preliminary school and district UIP reports was sent to district superintendents and accountability contacts on Wednesday, Sept. 4. This unique link allows districts to access reports for their district and schools only. Since the data pre-populated in the reports is preliminary, non-public data, and district or school staff wanting to obtain the UIP reports must contact their superintendent or district accountability contact directly.

Through the request to reconsider process; the reports will be re-populated for all districts, AECs and any schools with updated data after Performance Frameworks are finalized in December.

View Growth Data and Summary Reports from Colorado’s Growth Model

2013 growth data and reports are available now.

School and district growth summary reports (also known as the “green and whites”) are publicly available at http://www.schoolview.org/ColoradoGrowthModel.asp.

Student level growth flat files are available within the Colorado Education Data Analysis & Reporting System (CEDAR) at https://cdeapps.cde.state.co.us/CDEAccess/login.jsp.

Individual student TCAP growth reports have been distributed to district assessment coordinators via secured e-mail transfer. Individual reports are also available within the private growth model site at https://cdeapps.cde.state.co.us/CDEAccess/login.jsp.

Additional information, including growth summary files, technical reports and trainings are available at http://www.cde.state.co.us/accountability/coloradogrowthmodel.

Review the Statewide Facility Assessment Reports

Facility assessment reports are open for review.

The deadline to review reports for your schools and provide comments, corrections or clarifications to CDE is Jan. 31, 2014. CDE staff will address your comments and post a revised report, which will become static until next year. Once the static reports are posted, comments can be entered again but the reports will not be updated until the next cycle for annual data updates.

It is important the information in the reports accurately reflects actual building conditions. Your comments and review will help assist CDE with capital construction grant awards in the future.

Data Systems


Please Note: CDE Application Down Time

CDE is upgrading its Oracle Identity Management services on Thursday, Sept. 5 from 5:30 - 9 p.m. The upgrade affects all applications using the Oracle Identity Management single sign on application. The systems will likely not be off-line that entire time. Users will receive a page indicating the application is temporarily not available.

An upgrade to the Oracle Identity Management software is required to support the upcoming changes to the user provisioning software along with the roll-out of the statewide individualized education program system.

CDE wants to be sure there are no pending deadlines or issues with your applications being off-line during that period. Let us know by noon on Thursday, Sept. 5 if you have questions or concerns about this brief outage.

Other communications and notifications will be made through the individual applications and web-sites.

Data Pipeline is Live

Data Pipeline successfully launched on Sept. 1. To date, 16 districts have submitted to Data Pipeline, resulting in more than 960,000 records processed.

Local education agencies can begin uploading data in preparation for the upcoming data collections for Finance, Student October and Human Resources.

Weekly town hall meetings will continue on Thursday mornings at 9 a.m. through December.

Register for Regional Meetings for Preschool Special Education and Child Find Coordinators

Seven regional preschool special education and child find meetings are planned across the state. An agenda will be set and shared with those registered prior to the meetings.

The meetings are from 9 a.m. - 4 p.m. The first two hours are dedicated to topics important to Child Find personnel and Early Intervention Colorado (Part C) for ages birth – 3 years. The agenda items from 11 a.m. - 4 p.m. are pertinent to Child Find and preschool special education administration involved with children ages 3 – 5 years. Meetings will be held:

Telluride, Tuesday, Oct. 1
Glenwood Springs, Thursday, Oct. 3
Frisco, Tuesday, Oct. 15
Pueblo, Tuesday, Oct. 29
Colorado Springs, Wednesday, Oct. 30

Space is limited and these meetings are intended for Child Find coordinators or representatives, pertinent preschool special education and district/AU administrators, and early intervention directors or representatives.

Schools have a responsibility to their school community to make sure that all students are in compliance with the Colorado Immunization Law. Submit Your Request for Accelerating Students Through Concurrent Enrollment Participation

Districts have until Feb. 1, 2014 to submit a request for the number of accelerating students through concurrent enrollment participants for the 2014-15 school year. This is a change from the Sept. 1 deadline, which was updated during the most recent legislative session. Another reminder will be sent as the date draws nearer.

Submit a School Readiness Assessment for Review

Senate Bill 08‐212, Colorado’s Achievement Plan for Kids (CAP4K), passed in 2008 with the goal of aligning Colorado’s preschool through postsecondary education system. The act included provisions related to school readiness for both the state board of education and local education providers. In addition to defining school readiness, the state board is required to adopt one or more assessments aligned with the definition of school readiness. In December 2012, the state board of education voted to offer districts a menu of school readiness assessments. The first approved assessment tool for the menu is Teaching Strategies GOLD. Pending positive technical reports and final review, the state board will approve additional school readiness assessment tools for the menu.

CDE is currently soliciting additional school readiness assessment systems for consideration for the school readiness assessment menu. The official request for information with evaluation criteria can be accessed at http://www.cde.state.co.us/schoolreadiness/assessment. Submissions are due by 4 p.m .on Wednesday, Sept. 25.
